California Wildfires Lingering Effects On Your Car's Air Filter

If you've ever smoked a cigarette you know how nasty the filter gets. Even after just a few puffs, the recently white tip will turn a disgusting orange-brown. The Southern California Wildfires have burned up hundreds, make that thousands, of acres filling the air with ash, smoke and dust.

During the fires, you could actually see the particles floating through the air. As the fires died down, you could still see their presence on your car. I would walk out of my house in the morning to find a thin layer of debris coving my car every morning. It was disgusting; and not only because my car was dirty, but because we were breathing that air.

The news advised the residents of San Diego, who weren't evacuated, to close their windows, shut off their air conditioning and stay indoors. Basically, people should avoid the poor air quality as much as possible.

After a week or so, the presence of tiny ash particles started to disappear and people slowly started to spend more time outdoors. But the air quality was still really bad. Even though the dirty air wasn't visible, we are still breathing. Not only is this bad for your lungs, but this air can really take a toll on your car's air filter. People can deal with having bad health, but when car starts problems start to cost money, they aren't happy. Thankfully, a few car companies have been very understanding and have provided customers with free services during these tough times.

For example, Goodwrench is currently running a promotion for the month of November where they will replace all air filters for GM cars. Their website states, "Due to the recent wildfires, ash and other particles in the air could impact your vehicle's engine air filter. To help, starting November 1, 2007 - November 30, 2007 GM Goodwrench will offer to residents of the eight affected southern California counties an engine air filter replacement free of charge on your GM car or truck.* The offer is available at participating dealers only and to residents of the following counties: Los Angeles, Orange, San Diego, San Bernardino, Santa Barbara, Ventura, Riverside and Imperial."

Volkswagen has also been very helpful. "We at Volkswagen are sending our thoughts and prayers to those affected by the recent devastating southern California wildfires," said Steve Mears. "For customers who were severely impacted with damage to or loss of their residence and/or business, Volkswagen will defer their lease payments and extend their loan payments for up to 90 days. Customers will not accrue any additional charge or loan interest for the designated period."

In addition, they offer free air filters for any Volkswagen car in the San Diego area, all models 1998 and newer.

I know what you're probably thinking - free air filter - Big Whoop. But hey, it's better than nothing. What does a dirty air filter mean for you? Decreased gas mileage, worse performance and can lead to early engine failure. So sure, you may not get a free car, but a new air filter can greatly benefit your car. Act quickly because the offer is only until the end of November!

Add Floor Liners And A Cold Air Intake To Your Christmas List This Year

The fresh smell of evergreen and incessant jingling of bells can mean only one thing: Christmas time. Ah yes, the season for giving. But your days of toys and bicycles and games are behind you. Don't fret, there are plenty of good gifts to get.

He's making a list, he's checking it twice... Have you been naughty? Have you been nice? Have too many curse words poured out of that cynical mouth of yours? Been flirting a little too much with the new leggy secretary? Hopefully, your courteous and noble deeds have landed you on the nice list this Christmas season. If so, cash in on that good behavior and make a killer wish list.

So what should you ask for? Well, you may not be able to get that new truck you've been dying for, but you can still get some great accessories. During the winter months, a majority of our country is bombarded with snow and ice. I used to live in Boston so I know how long winter really is. A solid set of floor liners make an excellent present. And although they may not be the "coolest" present, they are a great investment. Plus, they aren't cheap! Why not have someone else shell out the bills for them so you can spend your money on what really want - beer and season tickets.

If you're like me and enjoy getting to the mountains, then rubber mats are a "must have" item. When I get into my car after a long day of snowboarding, I don't want to deal with being clean. I just want to rip open some chips and chuck the wrapper on the ground. I also to keep my feet warm, especially after being in ski boots all day. So my car's floor heater will melt all the snow that my boots have accumulated. Without my floor mats, my feet would be resting in a puddle of water by the time I get home. Any not to be too gross, but my feet usually aren't too "fresh" after skiing. Actually, I think the smell of damp, sweaty feet will probably make you gag. Now that I have liners, I can just open the door at a red light, pour out the water and be good to go. I don't want to beat a dead horse, but I highly recommend getting some mats.

Now that I have covered the practical mats, the Dr. Jekyll if you will, I want to suggest getting a cold air intake, the Mr. Hyde. There are few "fun" presents to ask for once you hit 18, but I believe this is one of them. I don't drive a Ferrari, but I still crave performance and get a thrill when I slam on the gas pedal. A cold air intake is an aftermarket air intake that is specifically designed to draw cooler air into the engine, thus giving you more horsepower. And this part will also give your vehicle a nice throaty growl; unlike your buddy's Honda with the tin can muffler.

It depends on your vehicle and what modifications you have, but adding a cold air intake can add anywhere from 5 to 40 ponies. Not bad for a few hundred bucks if you ask me. I recommend these two products because they are moderately cheap and give you the best bang for your buck. If you are really craving performance, then you might want to ask for a whole performance exhaust system. But I guess that depends on how naughty or nice you were this year.

The company will spend at least 20 billion yuan, or $2.7 billion, to develop between 20 and 30 new models by 2012, President Chen Hong said at a news conference in Shanghai on Thursday. That compares with an earlier plan to spend 13.7 billion yuan by 2010.

SAIC Motor is moving up from being a low-wage assembler of overseas brands and is developing five platforms, ranging from recreational vehicles to compact cars. The carmaker has purchased technology from the U.K. and South Korea to help with its own designs.

"It will take SAIC three to five years to build its own brand and catch up with overseas rivals," said Wang Liusheng, an analyst at China Merchants Securities in Shenzhen.

"SAIC Motor has a competitive edge over its overseas rivals with lower costs in parts purchasing."

SAIC Motor rose 3.7 percent to 24.39 yuan as of 2 p.m. in Shanghai. The shares have almost tripled this year.

Car sales in China surged 24 percent to 7.15 million in the first 10 months of 2007 because of economic growth. The benchmark CSI 300 Index has more than doubled this year, fueling demand as more than three-fifths of Chinese stock-market investors buy new cars with their profits.

"China has become the most important market for all carmakers," said Wang. "SAIC has great potential to develop in its own country."

The carmaker expects group sales of more than 200 billion yuan this year, Chen said.

The company is spending about 8 percent of sales on research and development.

The automaker expects to sell a total of 600,000 own-brand vehicles by 2010, including Roewe sedans.

SAIC Motor's parent is also in talks about a possible tieup with Nanjing Automobile Group, the Chinese maker of MG cars, to expand its own-brand lineup.

"M&A is something you grasp when opportunities arise," said Chen. "We'll continue to closely monitor market situations in China as well as overseas."

The two bestselling models in China in the first 10 months were the Volkswagen Jetta, made by FAW-Volkswagen Automotive, and the Volkswagen Santana, made by a venture with SAIC Motor.

SAIC makes Santana, Passat, Golf and Polo cars with Volkswagen. The Chinese company also makes Excelle, Regal, Sail, Chevrolet Epica and Aveo models at Shanghai General Motors.

Shanghai-based SAIC owns 51 percent of South Korea's Ssangyong Motor. It paid $116 million for the design rights of MG Rover Group's Rover 25 and 75 cars in 2005.

Ssangyong also cut its full-year sales target to 140,000 vehicles from 153,500 vehicles.

Precautionary measures taken in UK

Almost 4,000 Lexus cars are being recalled in the UK due to concerns regarding faulty fuel pipes.

This action is part of a wider recall across the US, Japan, Germany and Canada, affecting 264,000 of the company’s vehicles.

An announcement in Japan said that the potentially faulty fuel pipe design could lead to fuel leaks on affected cars.

In the UK, Lexus IS250 cars produced between June and December 2005 and GS300 models from September 2004 to November 2005 are affected.

Lexus will notify UK owners via the DVLA, requesting that they bring their cars in to be serviced.

The manufacturer has assured customers that fuel pipe replacements will be free of charge.

Lexus has also said that, despite concerns, there have been no incidents of fuel pipe problems in the UK and Europe and the recall is a precautionary measure.

Small cars are easy

In a city with a smaller population, any vehicle will do. However cities with a high population density and minimum navigable surface area present challenges.

2008 Smart forTwo

The Smart Fortwo, lengthened for our market, is indeed longer than an H2 is wide, but only by 25 inches. The Fortwo will be, by more than three feet, the shortest car sold when it gambols onto US roads.

First-generation Fortwo sales slumped after its launch in Europe nine years ago. But shortly thereafter, people realized that its designers were right: The Lilliputian Smart meets almost all their automotive needs.

Getting 43 mpg on the highway is pleasant, but unless circling city centers for hours stalking spaces melts your butter, parking ease is the Fortwo's greatest ace. Cross-country trips are possible with a 144 kmph top speed.

Its 71bhp, 1liter three-cylinder engine mated to a five-speed automated-manual gearbox won't make your drive nearly as pulse-quickening, however, as will being tailgated by Freightliners cruising mere feet from the back of your head.

The Fortwo will be marketed only in large metro areas in US, and as both a sensible solution and highly coveted accessory, it should have no trouble selling in boutique quantities, especially with a base price of about $12,000.(Rs 4.8 lakh)

2008 Mini Cooper

Length: 145.6 inches

The Mini is a good car and particularly well-suited to urban life. Until the Smart hits streets, the Mini will hold the title of shortest car sold in the US

The Mini was a lethal parking weapon in US until everyone else bought one and all those tight parking spots filled. Folding down the rear seats forms a flat floor, allowing the Mini to swallow a copious load of groceries or mid-century knickknacks.

They're not exactly cheap, starting at $18,700 (Rs 7.50 lakh), but that buys you BMW build quality and engineering. In Cooper S form, the Mini is a pleasure on weekend trips with linked turns that don't involve curbs and stoplights.

2008 Toyota Yaris

Length: 150.0 inches

The Yaris was designed for the tight city centers of Europe and Asia.

A meager $11,960 (Rs 4.78 lakh) will get you into not just a base hatchback, but a Toyota neveryheless. Slightly cartoonish lines make the Yaris as minacious as a duckling and conceal four more cubic feet of space than in a Mini Cooper.

2008 Honda Fit

Length: 157.4 inches

Unlike in most other countries, subcompact cars are rarely a rewarding drive in the US largely because price point is generally the cardinal engineering directive.

The Honda Fit, however, dispenses fun disproportionate to its $14,585 price. (Rs 5.9 lakh) Also unexpected are the same high-quality interior materials used in Honda products costing two and three times as much.

The Fit's 109-hp four-cylinder won't haul you to the checker in a drag race, but it will fling you into corners at a clip, sufficient to experience a chassis so well tuned that it is one of the quickest cars ever through the lane-change test.

2008 Suzuki SX4

Length: 162.8 inches

Best-in-class cargo space and standard all-wheel drive make the Suzuki SX4 an interesting alternative to compact SUVs. As a true Suzuki product, not a rebadged Daewoo, the SX4 is injected with a touch of the sporting spirit otherwise flaunted in the brand's mastery of two-wheeled products.

2008 Volkswagen Rabbit

Length: 165.8 inches

The Rabbit is so good that it has managed to slew such notable contenders as the Honda Civic and Toyota Corolla in a contest for small cars. The same agrarian power band that makes it a bit of a snore on open tarmac is ideally suited to city duty, both torquey and tractable from idle. One tester described the Rabbit's ride motions as "liquid," the kind of adjective you want attached to a car that will know cobblestones, potholes, and railroad crossings. The Rabbit is the same length whether you select the three- or five-door model.

2008 Volvo C30

Length: 167.4 inches

The Volvo C30 may be for you. Seventeen exterior and 12 interior color options mean you can order up something truly unique (or tasteless). The trademark combination of safety and sensibility is combined with the sexiest interpretation of Volvo design in 30 years. The turbocharged C30 is a good alternative for those whose don't appreciate the harsher edge of a GTI or Cooper S, or simply want better placement from the valet. The $23,445 (Rs 9.37lakh) entry point isn't exactly cheap, but it's the least expensive way to own the Volvo experience.

2008 Mazda 5

Length: 181.5 inches

The Mazda 5 remains the most compelling of the two vehicles in the wagon/minivan market--the other being the Kia Rondo--with a two-plus-two-plus-two seating arrangement in a vehicle barely longer than a Jetta. The Mazda 5 rides on an elongated Mazda 3 chassis, with which it shares its sprightly moves. Rear sliding doors bless both sides.

Although it is the longest vehicle on this list, it is still shorter than the average passenger car and takes full advantage of a high ceiling to offer oodles of usable space for less money than a Mini.

The Year Concept Cars Came On Small

We have seen the future, and it is small. At least it is if today's concept cars are anything to go by.

That future holds more gasoline-electric hybrids, even more crossovers, and some cars that resemble nothing on the road today. What came out of the design studios in Stuttgart; Toyota City, Minn.; Auburn Hills, Mich.; and elsewhere ranges from far-out, futuristic concepts such as Nissan Motor's (NSANY) funky Pivo 2, which can drive sideways and has a "robotic agent" residing in the dashboard, to thinly veiled production cars, like the gas-sipping Chevrolet Beat.
With gas prices through the roof, fuel-efficiency is a characteristic most of them share, although there are exceptions, such as the Concept Ocean Drive from Mercedes-Benz, which stood out simply on looks alone.

Besides their intrinsic qualities, some concept cars are also significant for where they were introduced, such as the racy BMW Concept CS, which was unveiled in China at the Shanghai Auto Show last April (BusinessWeek.com, 4/23/07). "More and more of that will be happening" as the Chinese auto market grows, says Stephanie Brinley, senior manager, product analysis, for AutoPacific. Mainland China is already a major export market for European luxury cars such as BMW (BMWG.DE), Mercedes-Benz, and even Rolls-Royce and Bentley.

Online Feedback

Closer to home, parent General Motors (GM) displayed the tiny Beat at January's North American International Auto Show in Detroit (BusinessWeek.com, 1/7/07). The Beat hatchback was one of three Chevy minicar concepts, along with the Groove, a tiny, four-door panel truck, and the Trax, a midget SUV. Following the auto show, the Beat was the most popular choice in a worldwide online poll that attracted more than 1.9 million voters over several months, according to Ed Peper, Chevrolet's general manager.

Chevy announced Nov. 14 at the Los Angeles Auto Show (BusinessWeek.com, 11/15/07) that its partner GM Daewoo will build the Beat in South Korea, which is expected to be an important market for the car, starting in mid-2009. Spokesman Terry Rhadigan says Chevrolet hasn't decided yet whether the Beat will be offered in the U.S. "We're going to start where there's already a mature market for this sort of car," he says.

The timing suggests that even last January plans to build the car likely were pretty far advanced. But it's possible that a strong enough negative reaction at that point could have killed the Beat, and polling consumers is a nice way to use the concept car as trial balloon.

Unexpected Combinations

Automakers also utilize concept cars to get feedback on design concepts that are further in the future. Mazda, which is a subsidiary of Ford Motor (F), showed four concept cars from November, 2006, through October, 2007, including its Nagare design concept, which is Japanese for "flow." Another example is the Hakaze concept car, which was shown at the Geneva Auto Show in March (BusinessWeek.com, 3/5/07). "This is a new design language for Mazda, and that makes it significant," says Brinley of AutoPacific.

Besides its distinctive styling, the Hakaze performs another concept car function, in that it shows how Mazda designers might combine the attributes of a couple different product segments that are not usually thought of together—in this case, a sporty car with a removable roof, with the utility and higher seating position of a small SUV. The lines between product segments are already pretty blurry. For instance, several cars on the road today—such as the Mercedes-Benz R-Class—combine the characteristics of station wagons, minivans, and SUVs. But that leaves a lot of less likely combinations, such as the Hakaze.

Toyota's (TM) FT-HS, which was displayed at the Detroit show in January, is another seeming contradiction: a high-performance, gasoline-electric hybrid. But its appeal is much easier to figure out. You just want to jump in and floor it.

Design will be the last differentiator: Welburn Jr

BANGALORE: General Motors India has set up its 11th global design centre in Bangalore. The new digital design studio will employ technology tools such as clay milling and virtual reality to bring cars on-road faster.

The GM design studio in India will contribute to the mid-cycle enhancement of existing models and the advanced design of future models.

The centre will be capable of supporting a global design strategy or GM’s technical centre, making it centre of expertise in interior and component designing. This centre will emerge as a full studio with complete product design capability, going forward. GM has planned an investment of around $60 million for its R&D and design centre in Bangalore.

With design becoming an important aspect of cars, GM’s vice-president, global design, Edward T Welburn Junior spoke to ET on designing challenges and opportunities in Indian market.

How different are Indian car designs compared with global models?

The fashion industry in India is growing and is well known globally. There are different colour trends in India. It will be of immense importance to understand it. The Indian auto market is also fairly different. Our team here is studying needs of the Indian market and what really works. Is it a small car or a car with large interior space or a family-our design group here is studying all these factors. Also, price points are a crucial issue in this market.


Will the design studio in India design for all GM’s global cars?

Yes, the design studio here will design for all GM cars. By 2012, it is expected that each and every GM car will have some component or part designed by the Indian design centre. Currently, the design centre will have the capability of designing various components. Going ahead, we expect the design centre to have the capability to develop complete cars.


Which GM car that has been more inspired by India or handled extensively by Indian designers?

I cannot tell you that one. We have not announced it publicly yet. But I also think that the number of mini cars that we developing are also going to work really well in India. Some of it is being designed in India.


What are the important aspects that are emerging as key focus areas in designing?

Design is the one important aspect that is going to make all the difference. I think interior car designing and small car designing are very exciting and creative areas that are going to be our focus. Interior designs also has various technical aspects that need to be understood. Design is most definitely going to be the last differentiator.


What are the key challenges in designing cars for India and the global market?

There are cost challenges and safety regulations that need to be kept in mind when designing. There are laws of physics and materials that need to be considered. One thing you need to keep in mind as a designer is that what you are designing today will come into the markets only by 2011. So, we have to be able to anticipate the market. That is more difficult than the fashion industry.


How strong is the team at the design centre here in India? How big is the Indian design centre in comparison to other global design centres?

The Indian design centre is the ninth largest in the world, among the 11 design centres we have. The biggest is the US design centre. We currently have around 50 people working at the design centre and by year end should have around 70 people. The design schools here in India are very good and we plan to recruit from here. Also, many of our global designers will join them from across all the other eleven design centres. Some of the designers here have also been trained in Korea.

When you hear the word limousine, you tend to form a definite mental picture. These days, limos have evolved far beyond the white or black stretch versions.

Another area where limousines have become unconventional is in the make of the automobile. The staid black or white limo is giving way to a wide variety of colors and shapes. The Hummer limousine is one example of a totally different look. The ability to modify or stretch out just about any vehicle has allowed even smaller cars or two passenger cars to be converted into unconventional limousines. There are cases of Corvettes and Volkswagen bugs being stretched to accommodate as many as 10 passengers.

Just like there seems to be no exact definition for limousine, there are no rules carved in stone as to what one should look like or how its interior should be designed. The sky is the limit. It is a combination of imagination and money to spend and this combination has always brought forth new and innovative ideas. The wild and crazy new ideas in limousines have become so common that, in the future, a formal looking black luxury car might be what is considered unconventional.

A Reverse Dutch Auction has a fundamental difference with the conventional form of auction that we are used to (the English Auction). In an English Auction, buyers openly compete against one another, and item is sold to the highest bidder. By contrast, in a Reverse Dutch Auction the auctioneer sets a high initial price, and then decreases this price at regular increments until the willing buyer is found.

A conventional English Auction typically involves multiple bids before an object is sold. By contrast, a Reverse Dutch Auction concludes with one single bid.

Whether intentional or not, the sale of used cars usually takes place by Reverse Dutch Auction. When first advertising a car for sale, a private owner typically sets an asking price well the car's fair market value. As time passes, the same owner may successively lower the asking price, until the willing buyer is found.

Microsoft Excel offers a useful platform for estimating the profitability of selling a car using a reverse Dutch Auction. The sample spreadsheet (available for download from this author's website) estimates the Internal Rate of Return (IRR) on purchasing and reselling cars (or other objects) in this manner. The initial spreadsheet parameters assume the following:


A car will be purchased on January 1, 2008 at a cost of $15,000.
The car will be delivered on February 1, 2008, at which time an additional cost of $2,000 will be incurred.
On March 1, 2008, the owner will start to sell the car by way of a Reverse Dutch Auction. The initial asking price for the car will be $30,000 per year. The owner will decrease his price at a rate of $750 per week until a sale takes place.
Weekly advertising costs for the auction will be $50 (until such time as the car is sold).
The owner's cost of capital (e.g., APR on a credit card) will be 5.0% per annum.

Based on the above assumptions, the spreadsheet model demonstrates that the auction will have been profitable if (and only if) the car sells before late-June (at a price between $18,000 and $18,750).

The above result assumes a 5.0%-per-year APR. However, the spreadsheet model can also be adjusted to determine the Internal Rate of Return (IRR) corresponding to specific dates of sale. For example, if the car were to sell on May 3, 2008, the return will have been a whopping 95.9% per annum!

Cruising With the Carmichaels - Our Trip to Notre Dame

For the last three generations, the men in my family have attended Notre Dame. And though my brother would claim we had no choice but to spend our college careers as Fighting Irish (thanks to our father's strong will), the truth is we're all proud to be alumni of this ultimate dream school.

I'm not nearly as pushy as my father was (I swear!) But since my son grew up near South Bend, surrounded by a large family who painted themselves green and gold every chance they got - he decided at a young age that he would one day attend Notre Dame! And thanks to his hard work in school and various extracurricular activities, that dream became a reality his senior year of high school.

The moment that acceptance letter came in the mail the excitement from the whole family was unmatched and a few months later we were planning our trip from our home in Michiana to South Bend.

But moving my son into his freshman dorm at Notre Dame would take more than we expected. So instead of driving my Chevy Impala, my wife's Chevy Malibu or borrowing the neighbor's SUV, I decided to rent a Chevy Avalanche. My wife and I love our Chevrolet midsize sedans, but I've always wanted a truck - and have even visited the local Michiana Chevy Dealership to take a look at the different colors and styles. This trip will really give me the opportunity to test out my dream truck on the road!

The morning of our trip to Notre Dame, I picked up a Chevy Avalanche at the nearest Michiana rental place and before I knew it, I was cruising in the driveway ready to load up. My son was a little over eager, as I barely stopped before he was already throwing bags of clothes in the tailgate.

About 45 minutes later we had stuffed the truck with as much stuff as it could hold (including a desk, computer boxes and bags full of clothes - whether they're dirty or clean is anyone's guess). Luckily the Avalanche can go from a six-passenger SUV to a full-size pickup when you fold the rear seats forward - creating the extra room we needed.

Everything was loaded and my son, wife and I cruised over to South Bend. After looking for a parking spot for twenty minutes (it was freshman move-in day after all), we started unloading. The rest of the day was kind of a blur as we set up my son's computer, met his new roommate and went to parent's orientation. At the end of the day, my son was giving us the old "time for you to go" look (ironically right after he met the blond girl down the hall), so we said our goodbyes.

My wife gave him a big hug and cried all the way back to the parking lot. And even though Josh would be only a few miles away, I'll admit I felt a lump in my throat as we drove away. But I know he'll have a blast being part of the incredible student community at Notre Dame and lord knows we'll be visiting South Bend the weekend of the first football game (whether my son likes it or not).

Unless you've been living under a rock for the last couple of years, you might have heard about global warming. I'm one of the kooky people that believe global warming is actually real. Frankly, you don't have to be a scientist to believe it, either.

You see and hear a lot about people starting to buy fuel efficient or hybrid cars. While it's always excellent to see people becoming more environmentally aware and proactive, you never hear the vespa as another fuel efficient alternative.

You always hear about the Honda Civic or The Volkswagen Beetle on the television commercials. And rightfully so. These cars give you a good 30-40+ miles to the gallon. But how come you never see ads for the Vespa Gran Turismo on TV. Here is a vehicle that can give you an unbelievable 60-70 miles to the gallon. Almost twice as much as all the leading fuel efficient and hybrid cars.

Go Green by riding a Vespa. You never seem to hear that. Never understood why. Here is a mode of transportation that gives you the necessary speed to go where you need to go. Most high performing vespas can go over 65 MPH without any problems. And once you take a seat on it....that's it.....you're hooked! The scooter was actually designed for comfort. Add this to the fact that you end up paying over 50% less gas every month, as well as giving a big, well deserved hug to mother earth........What more do you need?

Some people might say, "that's not practical, I have 5 kids I have to take to soccer practice!" Ok, you don't have to use it as the primary method of transportation. But you often see families buying a 2nd or even third car. Instead of spending three times the amount for a brand new car why not a vespa to run your errands. It's fast and easy to get around in. A quick jaunt to the Post Office on a Vespa can give your day a little more carefree fun. You can pretend you're riding around in the lush beautiful scenery of Tuscany even if it's just to go pay the cable bill.

Used Automobile Dealer - Top Ten Things To Do

Buying a car from a used automobile dealer can be a minefield if you don't know what to look for, here is a list of the top ten things the dealer may try to do to spice up the automobile in question.

1. First things first, a visual inspection is always a good idea, look for anything that hasn't been mentioned to you; scratches, dents and any other body work can be costly to repair.

2. Check the paperwork. Check that all the cars paper work is matched to the car you are viewing. The Vehicle Identification Number (VIN) in the registration document should tally with the one stamped on the metal VIN plate, which you'll find under the bonnet or at the base of the windscreen. Every car over 3 years old should have an MOT certificate, if this one doesn't ask why.

3. Check the engine. Don't give the dealer any pre-warning of when you are going to view the vehicle, we want a cold engine here so you can listen for anything unusual. The car should start first time and then settle down. The engine should not be making any unusual knocking or rattling sounds, if you hear anything walk away. Plumes of smoke out of the exhaust are also a bad sign!

4. Check the fluids. All the fluids should be at the correct amounts, the brake fluid should be at maximum and power steering fluid should be ok as well. If the water levels are low this could be a sign that the car has not been looked after properly.

5. Go for a test drive. This is very important, if you cant have a test drive then walk away. Whilst having your drive around town remember not to have the stereo on, listen for any strange noises, make sure the clutch isn't slipping and the brakes are working ok. It is wise to take a friend with you to make sure all the lights are working on the outside. When you finish the test drive, unscrew the oil cap and look on the underneath of it, there shouldn't be a lot of goo, if there is it could be a costly damaged part.

6. Interior. Check the interior scrupulously. Interiors are notoriously awkward to repair. Check for burn holes in the seats and any ripped or damaged seats or carpet.

7. Check all the tires. Bald tires are a sign that the car either hasn't been maintained or the car has been rallied. Both of these options could be costly.

8. Listen to the exhaust. If its overly loud then it may have a hole in it and could fail the next MOT. The exhaust note should be obvious whilst you are on your test drive. Be fussy, if it doesn't sound right to you then it probably isn't.

9. Is the mileage right? The mileage of a car isn't always what is indicated on the clock. It is an illegal practice to try and fiddle the mileage of any car and is becoming more and more a rarity as it is more difficult to do on modern cars. The average mileage for a car is usually between 10,000 and 15,000 miles a year, if it is much lower than this then I would ask a few more relevant questions.

10. Follow your instinct, if it doesn't seem right just don't take the gamble, walk away, there are plenty more cars on the lots.

Buying a car from an auto dealer can seem like a hazardous task but there are many reputable and trustworthy ways to get your hands on a used car, you just need to look around.

Toyota recalls a quarter million luxury cars as safety concerns mount


Toyota Motor Co. (NYSE: TM) has issued a safety recall involving 264,000 of its luxury cars over faulty fuel pipes. Included in the recall are 49,000 Lexus vehicles sold overseas.The recall is a result of faulty fuel pipes that pose the threat of cracks and corrosion which could result in fuel leakage. So far there have been no reports of any injuries related to this problem, but there have been 39 cases of troubles in Japan from the defect.It has been a tough week for Toyota. On Tuesday the company entered into a civil trial that claims the company produced and sold thousands of Corollas equipped with unsafe seatbelts. In this civil case, 19 year old Gurinder Singh claims that his 60 year old father would still be alive if not for a faulty seatbelt in his Toyota Corolla.
Singh states that during an accident in January 2003, his father was unable to release his seatbelt and was burned to death in his vehicle. Singh has whistleblower Katy Cameron, who worked at the plant where Singh's Corolla was built, on his side . Cameron claims that managers at the Fremont-based New United Motor Manufacturing Inc. plant allowed cars to pass inspection with broken seatbelts as well as other serious defects.Cameron has alleged that when she pointed out the problems to her managers, instead of fixing them, they opted to lash out and demote her for questioning the products. Toyota denies Cameron's claims and states that the company has an altogether different take on the situation. Judges go for safety first in picking the top cars

TECHNOLOGY that can prevent a car from skidding out of control should be standard on all models, says the panel of judges for the Herald's Drive Car of the Year awards.

All 13 category winners in this year's contest, announced at a function in Melbourne last night, were equipped with the technology, which in some cases determined the winner.

Stability control is relatively new technology that can stop a car from skidding in a corner if it detects the vehicle is going too fast for the conditions. It uses sensors in the steering, throttle and brakes to detect the potential for loss of control, and intervenes by applying the brakes and/or interrupting engine power.

About 10 per cent of new cars on Australian roads have stability control but road-safety advocates - and some state governments - want it to be compulsory on new models. Studies in Europe say it has led to a 35 per cent fall in serious-injury single-car crashes.

The new Mazda2 small car, which has stability control as part of an $1100 option pack with curtain airbags, narrowly beat the Toyota Yaris, which has a $750 optional safety pack with curtain airbags but is not yet available with stability control.

Safety was a contributing factor in the people mover category, won by the Toyota Kluger, which has a full armoury of airbags, stability control and a rear parking camera as standard. The best medium-size car, the Ford Mondeo, best soft-roader, the Nissan X-Trail, and the best large car, the Toyota Aurion V6, also have a no-options approach to safety.

Even the winner of the ute category, the Holden Commodore, has stability control as standard.

N.M. Adopts Tougher Car Emission Rules

SANTA FE, N.M. — New Mexico is joining California and a dozen other states in trying to require tougher vehicle emissions standards for new cars, light trucks and sport utility vehicles.

The standards mandate cleaner-burning cars and trucks to help fight global warming.

The New Mexico Environmental Improvement Board and the Albuquerque-Bernalillo County Air Quality Control Board adopted the standards shortly before midnight Tuesday, rushing to meet a deadline for the regulations to take effect next year.

The emission requirements will apply starting with 2011 model cars, which become available to consumers in 2010.

However, it's uncertain when _ or if _ New Mexico and other states will be able to implement the tougher emissions mandate because of federal regulatory hurdles and legal challenges.

New Mexico faces a lawsuit over its attempt to adopt the emissions requirements first developed by California.

A group of Democratic legislators, car dealers and a farmer have filed a lawsuit in state district court in Las Cruces challenging the power of the Environmental Improvement Board to adopt the more stringent emission standards. The lawsuit contends that the Legislature must change state law before the California standards could be approved.

Under the federal Clean Air Act, California has the authority to set its own vehicle pollution standards. Other states can use either federally mandated standards or California's rules.

California adopted its standards in 2004 in response to a law enacted two years earlier to regulate automobile emissions to lower greenhouse gases. However, the standards are on hold _ along with plans by New Mexico and other states to use the same emission requirements _ while California waits for a federal waiver from the Environmental Protection Agency.

Automakers have filed a lawsuit challenging the California emissions requirements. They contend the standards in effect are a mandate for higher fuel economy and only the federal government can set those for vehicles.

California and other states, including New Mexico, have sued the EPA to force the federal agency to decide whether to allow California to move ahead with its emission requirements.

Supporters of the tougher standards say they will lower emissions of greenhouse gas, including carbon dioxide, as well as force the manufacture of vehicles with improved fuel economy and the use of new technologies to produce "zero emission vehicles."

New Mexico Gov. Bill Richardson, who is running for the Democratic presidential nomination, directed the Environmental Improvement Board to adopt the California emissions standards. The governor appoints board members.

Approval of the emissions standards gives Richardson more political ammunition for his presidential campaign. On the campaign trail, the governor touts New Mexico's efforts to reduce greenhouse gases and he plans to focus on energy as a top issue leading up the Iowa caucuses and New Hampshire primary in early January.

"New Mexico is taking deliberate steps to protect the environment from the effects of global warming for future generations because the EPA has failed to do so," Richardson said in a statement Wednesday.

The standards will apply to new vehicles sold in New Mexico _ not used cars or new cars before the 2011 model year.

The Albuquerque-Bernalillo County Air Quality Control Board adopted the standards because it has the power to regulate air pollution in the metropolitan area.

Four Democratic lawmakers _ Sen. John Arthur Smith of Deming, Sen. Timothy Jennings of Roswell, Rep. George Hanosch of Grants and Rep. Jim Trujillo of Santa Fe _ joined in the lawsuit along with four car dealers from Clovis, Alamogordo and Las Cruces and a Curry County farmer, Scott Pipkin.

They filed the lawsuit on Tuesday and initially asked a judge to stop the Environmental Improvement Board from adopting the emissions standards until the legal challenge was resolved.

Now that the board has acted, the lawsuit will be revised and the court will be asked to put the new emission rules on hold while the case is decided, said Victor Marshall, an Albuquerque lawyer handling the lawsuit.

At issue in the lawsuit is a legal question about the powers of the legislative and executive branches of government and whether "the executive branch can simply bypass the Legislature and do all of this by decree," said Marshall.

The lawsuit contends that a state law prevents the board from adopting air quality regulations more stringent than federal air quality requirements.

Environment Secretary Ron Curry took issue with the lawsuit and maintained that New Mexico had authority to adopt the California emission standards under provisions of state and federal air quality laws.

According to the lawsuit, the emissions standards will not be enforceable in New Mexico without a change in state law. California prohibits consumers from importing new cars from other states that don't meet the tougher emissions requirements, the lawsuit said, unless it's a vehicle that has been driven at least 7,500 miles. New Mexico doesn't have a similar law, however.

"Therefore, if the EIB imposes the more stringent California standards on New Mexico, many New Mexicans would buy their new vehicles in adjoining states like Texas. This problem would be particularly acute for car dealers in border areas, where it is easy to drive a few miles to buy a car in another state, but it would affect dealers throughout the state," the lawsuit said. "The EIB has no authority to change the car registration statute; only the Legislature can do that."

Curry acknowledged that a change in law will be needed but he said it didn't have to be done during the 2008 legislative session because the emission standards wouldn't apply for several years.

"What we need to do is get the MVD (Motor Vehicle Division) to work with the Legislature to prevent registration of cars in New Mexico that don't meet the standards," said Curry.

Toyota Recalls Lexus, Other Luxury Cars

TOKYO (AP) — Toyota began recalling 264,000 luxury passenger vehicles over faulty fuel pipes Thursday, including 49,000 flagship Lexus cars sold overseas, the company said.

Included in the recall are Lexus models produced in Japan in 2005 and sold overseas, and Lexus, Mark X, and Crown models sold in Japan, according to Toyota Motor Corp. spokeswoman Yoshie Matsuura.

Faulty fuel pipe design on the recalled models could cause cracks and corrosion and lead to a fuel leak, according to a notice filed with the Transport Ministry.

In the United States, 26,274 Lexus GS300, 5,429 Lexus IS250, and 2,640 Lexus IS350 vehicles are being recalled, Matsuura said. The recalled models were exported from Japan, she said, adding that the same models were also being recalled in Canada, England, and Germany.

There have been 39 cases of trouble within Japan but no reports of injuries, according to the Transport Ministry. It was not immediately clear whether any problems have been reported elsewhere.

The Japanese automaker has been hit with quality control problems in recent years, as it ramps up production to meet booming demand. Toyota has promised to beef up quality checks.

Putting the zoom into electric cars

Watch out, Detroit. A new crop of electric-vehicle startups aims to put a dent in the Big Three by applying the latest in high-technology engineering and design.

Steve Fambro didn't get into the car business to save the world. He did it to go faster on freeways.

Fambro was driving 36 miles a day, during rush hour, to and from his biotech job in La Jolla, Calif. As traffic slowed to a crawl, motorcycles whizzed past in the carpool lane. He wanted to do the same, and after trying a motorbike and becoming worried about his safety, he decided he wanted to do the same in an enclosed vehicle. He bought a hybrid, but as an engineer he still yearned for a vehicle that got even better fuel economy.

That left electric cars. The selection was discouraging: tiny, boxy vehicles with a short range that took a long time to charge. "Anything you could buy looked as if it was designed in the 1970s," says Fambro.

So he decided to start his own car company. In November 2008, Fambro will begin selling the Aptera. That means "wingless" in Greek, but don't think this car won't fly. It's a sleek two-seat, three-wheel electric vehicle with a top speed of 95 miles an hour, and it comes in two versions: all electric and hybrid.

Made of a Space Age composite material, the hybrid gets 300 miles per gallon, while the electric goes 100 miles on a single three- to six-hour charge. And it looks great in the carpool lane.

For the first time since the early 20th century, America is seeing a flowering of entrepreneurship in the auto industry. Today at least 11 new electric car companies, each working on a wide range of technologies, have launched or plan to launch models. Several of the startups are clustered around Silicon Valley, drawing on the brainpower and pocketbooks of high-tech engineers and venture capitalists. These upstarts are not modest. They believe they can do what major automakers have failed to do: bring an electric car to the mass market.

Electric cars, to be sure, are not new. About a century ago Thomas Edison joined forces with Henry Ford to develop an electric car that would be as affordable as the Model T. In those early days of the automobile, hundreds of manufacturers all over the country tried to compete making both electric and gasoline-powered cars. But economies of scale were not on their side, and small shops - some 415 of them in 1914, each of which produced a few handmade cars a year - eventually gave way to the Big Three.

The internal-combustion engine could be refueled more conveniently than a battery could be recharged, especially on long trips, and that advantage all but killed electric auto technology. Over the years entrepreneurs would occasionally emerge with a new design to challenge the Big Three, yet all failed. The two most memorable flameouts: Preston Tucker in 1948 with his Tucker Torpedo and John De Lorean, with his silver gull-winged sports car in the 1970s - both of which used internal-combustion engines.

So why does today's new breed of small, renegade car company think it can succeed where so many other auto startups have failed? The entrepreneurs and investors behind the firms point to four factors: consumer desire for measures to address global warming, an abundance of investment capital, new breakthroughs in fiber composite body material, and the availability of cheap computing power and software that help simulate design challenges long before new cars hit the road.

By taking aim at many markets, the electric auto makers are multiplying their chances of success. Tesla Motors of San Carlos, Calif., will sell in early 2008 a speedy $98,000 electric roadster for the Hollywood and hedge fund set (George Clooney and the Google guys have mailed in their down payments).

Entrepreneur Ian Wright, based in Burlingame, Calif., is also aiming at the sports market with the Wrightspeed X1, which he hopes to sell in about two years for about $100,000. The X1 prototype's three-second acceleration from zero to 60 mph makes it one of the fastest autos in the world - second only to the French-made Bugatti Veyron, a 16-cylinder gas-gulping beast that is just half-a-second faster and goes for $1.25 million.

If the Tesla and Wrightspeed give you sticker shock, don't worry. Phoenix Motorcars of Ontario, Calif., is aiming at businesses, and in early 2008 plans to sell a $47,000 electric pickup truck that can be recharged in ten minutes. For those looking for an affordable commuter car, Aptera's gas hybrid will be available in 2008 for $27,000, with an all-electric version for $30,000 (you'll have to plug it into a regular household socket for a few hours after driving 100 miles).

A Toronto company called Zenn sells an electric car and is counting on a radical new kind of power pack from a Cedar Park, Texas, startup called EEStor to next build an Aptera rival. And in 2006 a Norwegian investment firm bought Think, an electric car company once owned by Ford. It plans to launch the Think City commuter car in Europe in 2008 and in the U.S. market in 2009.

Dean Kamen, the Manchester, N.H.-based inventor of the Segway scooter, is working with Think to adapt his Stirling engine to the car, which would extend its 110 mile range. GM has hired A123, a Watertown, Mass., startup to supply lithium batteries for its Volt hybrid, due to launch in 2010. Former SAP executive Shai Agassi has raised $200 million for Project Better Place, a firm that plans to build a network of stations to recharge all these electric cars.

Driving this global network of entrepreneurs is a very global problem. In the U.S., cars and trucks are responsible for some 20% of humanity's emissions of greenhouse gases, mostly carbon dioxide. Switching from internal-combustion engines to electric-powered vehicles will seriously mitigate the effects of global warming.

Skeptics point out that the juice for electric cars must be generated by power plants, most of which are fired by natural gas or coal and spew their own carbon dioxide. But 30% of the electricity on the national grid comes from clean sources such as nuclear, solar, wind, and hydroelectric power. According to a study sponsored by the U.S. Department of Energy, using electric vehicles actually results in as much as a 40% reduction in greenhouse gases, depending on the location.

Few of these new car companies are aiming to grow to the size of Toyota or GM. Most will be satisfied if they can become profitable niche players; others hope to sell or license their technology to the big guys. Says Bill Green, a partner at Vantage-Point Venture Partners, which has invested in Tesla Motors: "No one argues today that the Tesla will serve anything but a small subset of the market. But it has changed the conversation. It is a historic and dramatic increase in performance. The big car companies will look at Tesla and say, 'Hey, maybe I can use that technology in my cars.' "

The rise of the jetpack
Venture capital firms are betting big on that outcome too. Elon Musk, co-founder of PayPal, used part of the fortune he made selling his company to eBay (Charts, Fortune 500) to help bankroll Tesla Motors. Besides Vantagepoint, investors include Google (Charts, Fortune 500) founders Larry Page and Sergey Brin and Silicon Valley VC firm Draper Jurvetson. Tesla has raised more than $100 million. Kleiner Perkins Caufield & Byer, along with other investors, has put $7 million into EEStor.

What has these investors excited is that technology is helping small companies rethink the dynamics of car design. Take the Aptera: This aerodynamic, low-slung commuter car has a composite body, made of carbon fiber, fiberglass, and Kevlar, that looks like the cockpit of a jet yet can fit two adult passengers and a child in a baby seat. It weighs 1,500 pounds, compared with the U.S. industry average of 3,455 pounds. Because it has only three wheels, the Aptera will be classified as a motorcycle in most states. But it's beefier than it looks. One inch shorter than a Toyota Prius, the Aptera can still fit a surfboard in the trunk after folding down the passenger seat. The vehicle has passed slalom tests for stability and handling.

Odd, delightful features abound. A solar-assisted air-conditioning system will run on sunny days even when the car is turned off, keeping the interior cool for the driver's return. The covered wheels hang on the ends of protruding axles, leading one auto industry wag to remark that the vehicle looks like "Batman's girlfriend's car." Fambro makes no apologies: "Most auto designs put styling first and function second," he says. "The way cars are designed, half the energy they need is just to push the air out of the way."

Fambro's aim was to change the styling to reduce the drag of the car as much as possible. He succeeded: The Aptera will have a drag one-third that of a today's average car and less than half that of the Prius, the industry champion of low wind resistance.

Fambro created his groundbreaking design on a budget. It would have cost him $10,000 a day to test the car's aerodynamics in a wind tunnel, so Fambro found some software - the same that NASA uses to test the drag of its space vehicles - for just $50,000.

Not your average GPS
The simulation lets him make a change in the style of the car and see the effect on drag very quickly. One result: The car has no side-view mirrors. Instead the driver has 180-degree rear visibility on a videoscreen with the help of cameras mounted on the back of the car. "Ten years ago we couldn't do that kind of testing. And five years ago we couldn't afford it," says Fambro.

His engineers can also use the computer to simulate 50,000 miles of driving, including over potholes, and test the stress on the vehicle parts. (A prototype of the car has been pushed to its limits on an actual test track.) Because the body is made of a composite, capital costs are low compared with those required to build a typical steel car. It can take as much as $1 billion to set up the facilities for the die stamping, welding, and assembly of a new vehicle, but Aptera can make composite parts with a tolerance of 0.001 of an inch quickly and cheaply. "It's an entirely new way of making structural products," says Fambro. He estimates that today's computing power is so fast that he can do with three employees "what a big company such as Boeing ten years ago took a few hundred people to do."

It's one thing to build a prototype; it's another to manufacture complex products in large numbers on time and on budget. Toyota (Charts), with some of the best auto engineers in the world, took years to work the kinks out of the Prius. Aptera must also build or piggyback onto a dealer network to sell and service the cars. That takes capital, skilled manpower, and time. Aptera's all-electric model should at least be very easy to maintain. It has no transmission, and its electric motor has only one moving part, compared with about 400 for regular engines. Its mechanics may need software degrees, but at least they'll have clean hands.

Even if Fambro succeeds in building an affordable, energy-efficient commuter car, the impact on the market, at least in the short run, will be minimal. He hopes to sell around 3,000 to 4,000 Apteras in the first year of production, marketing mostly to buyers in California, Arizona, and Nevada, and then ramp up to about 10,000 cars a year soon after that. Meanwhile, GM (Charts, Fortune 500) alone churns out about 300,000 cars a month. Fambro says he plans to build Aptera into a major car company, but like many entrepreneurs, he is willing to be flexible. "If Toyota or Hyundai offered to buy us," he says slyly, "we would certainly consider it."

Sydney welcomes hybrid cars as taxis

An environmentally friendly car will be able to be used as a taxi or hire car in Sydney as the NSW government looks to boost its green credentials.

NSW Transport Minister John Watkins on Wednesday announced that following a successful trial, regulations will be changed to allow cab companies to use the hybrid Toyota Prius.

It follows rigorous testing by the NSW Taxi Council, which found the vehicle could operate as a standard taxi.

A trial by a Sydney taxi company, conducted since 2006, also found using a hybrid vehicle was commercially viable.

"I expect to see more and more Prius on the road as taxi operators strive to deliver greener options," Mr Watkins said.

"Based on the popularity of the green taxi, I imagine we will also see a significant take-up of compliant hybrid vehicles in hire car fleets."

Fierce competition in car import market


Official distributors for BMW, Hyundai, Kia or Porsche have been using their advantages to lure clients from trading companies.

In the past, when the market did not have these distribution companies, the domestic market was controlled by car dealers. Car showrooms could make fat profit two years ago, since clients had no other choice. However, the golden age for these showrooms is over. Now car dealers have to face a new power – distributors which have financial capability, and more importantly, support from car manufacturers.

Nissan first appeared in Vietnam in March 2006. A year ago, other names appeared, including Hyundai, Kia, BMW and Porsche, and now the number of official distributors in Vietnam is 7.

One of the measures distributors use to wipe out rivals is providing actual prices of cars to customs agencies. Usually, car dealers declare prices lower than the actual prices in order to evade tax. Meanwhile, the actual prices provided by these distributors are much higher than the levels declared by car dealers. For example, previously, customs agencies defined the taxable value of a BMW X5 3.0 at US$30,000, while Euro Auto, the distributor for BMW, declared the price at US$50,000.

BMW and Porsche have been cooperating with Vietnamese customs agencies by providing actual prices and technical assistance. If customs agencies have doubts about the values car trading companies are declaring, they send the VIN number to the two manufacturers for checking. All necessary information will be provided by the manufacturers.

The measures applied by official car distributors have shown their efficiency. A representative of a Hai Phong-based car trading company revealed that since Euro Auto appeared on the market, the number of X5 cars imported by car dealers had declined sharply since the car dealers could not evade tax any longer.

Good post-sales services are the second measure the authorised distributors are using to lure clients, since this is the weakest point of trading companies.

Manufacturers are using different measures to control the market and limit the number of cars which are not sold by them. Though applying the global maintenance policy, Porsche still collects maintenance fees from the products which are not officially distributed in Vietnam.

Other manufacturers accept giving maintenance to all models of cars, but apply a dual price for car parts. The buyers that do not buy cars from authorised distributors will have to pay for car parts at retail prices, much higher than the prices applied for manufacturers’ clients.

Generally, the cars imported by car trading companies always face technical problems as the cars are not localised to conditions in Vietnam. Euro Auto said that the BMW imported from the US were not designed for running in hot weather. Meanwhile, the air conditioner designed for the cars to run in Vietnam is always bigger than in the Porsche cars imported from the US.

Analysts say that distributors also play other tricks to control the sources of supply. A lot of companies complain that they cannot find supplies of Kia Morning in South Korea. The owner of a Hai Phong-based company revealed that the Korean partner had refused to provide cars for him though his company was a traditional client.

It is because Truong Hai Company, the sole distributor of Kia Mornings, has decided to protect its benefits by providing the list of the Korean agents that have transactions with Vietnamese companies to the Kia manufacturer. Kia has asked its agents not to sign contracts with non-Truong Hai-affiliated Vietnamese partners.

Hyundai, Porsche and BMW do not intend to assemble cars in Vietnam, while Truong Hai is planning to assemble Kia Morning.

Car traders may face bigger challenges once local automobile joint ventures can get the right to distribute ready made cars. By that time, Toyota will control the sales of Lexus, one of the most favoured brand names, Honda will ‘hold’ Acura, Mercedes will distribute its cars.

Nevertheless, analysts say that car dealers will still exist as authorised distributors also have their weak points. The distributors can only sell the models manufacturers allow and at limited volume, while trading companies can import any product they want.

Indian major Tata Motors showcased its future car Tata Indiva during the exposition. The seven-seater concept car has motorised doors, Net connection facility and automatic navigation system. The car runs on four cylinder MPFI 16 valve petrol engine.

An official at the Tata Motors pavillion said the advance navigation system of the car can automatically follow a route previously downloaded from the Internet and the has the facility to communicate with other cars on the road.

Not to be outdone, Suzuki Motors unveiled 'Concept S', its vision of tomorrow's supermini. The car with "space age features" zooms on the Suzuki Hayabusa superbike 4-cylinder 1300cc engine.

"The features of the space age car include fingerprint recognition for engine and suspension setup. Adding to the comfort of driver, all gears, indicators, handbrake and wiper functions have been provided on the steering wheel", explains Maruti Udyog's general manager Rajiv Bhatia.

Czech major Skoda joins in with an outstanding example of passion and creativity. Its sporty look Skoda Tudor is based on Skoda Superb platform, a designer car that embodies simple stylish dimensions but in a coupe garb.

The car incorporates a screen for the navigation system in the central console, located below the vents of the air conditioner. Running on a 2.8 litre, V6, 30-valve engine, Skoda Tudor has a front traction, a five-speed manual gear box and is equipped with all the electronic security systems, including the ESP.

In terms of sheer indulgence, Hyundai's HCD 7 (Hyundai California Design 7) was a treat. A luxury segment concept designed in its California studio, the car brings out essential upper crust luxury feel in a futuristic design and provides a maximum horsepower of 270 ps/rpm.

Gasps and admiration notwithstanding, concept cars are likely to remain on the drawing board, at least for some time to come.

Commercial production of such cars is usually not on the agenda of car manufacturers. They only want to exhibit their design and conceptualisation prowess and create interest among auto enthusiasts, for some future date, explains an auto industry expert.

UPDATE: Toyota Recalls 34,400 Lexus Cars In US For Fuel Pipes

Toyota Motor Corp. (TM) said Wednesday it will recall about a quarter of a million cars worldwide, including 34,400 Lexus models in the U.S., due to potential cracks in the fuel pipes.

The defect serves as another speed bump for the world's second-biggest auto maker, which has had to grapple with a surge in recalls and a ding in a recent quality survey as it moves swiftly towards becoming the industry's top dog.

The latest recall covers certain 2006 Lexus GS 300, IS 250 and IS 350 models in the U.S.

In Japan, a total of 215,020 cars, including Crown, Mark X and several Lexus models, built between December 2003 and December 2005 will also be called back for the fix.

Toyota said there have been no related accidents. Newly designed fuel pipes will replace the old when the recall begins in December.

After enduring a relatively rough summer of sales in the U.S., the company reported a 19% jump in October exports, thanks mainly to strength in Europe, Asia and the Middle East.

Yet, while the auto maker was busy selling more cars than the competition, Consumer Reports magazine said the V6 version of its top-selling Camry sedan and the four-wheel drive V8 version of the Tundra pickup both rated below the industry average - "an embarrassment" for the company, according to Jim Lentz, head of Toyota's U.S. division.

Toyota, which has recalled more than 2 million vehicles in the past year or so, has vowed to get a handle on some of the issues that have arisen from its fierce global growth trajectory.

"It's really not a long-term reliability issue, and it has and will continue to be addressed," Lentz said earlier this month at the Los Angeles Auto Show.

U.S.-listed shares of Toyota were mostly flat in midday trading in New York, missing out on a broad rally in the sector led by a 5% jump for Daimler AG (DAI) and a 4% rise for General Motors Corp. (GM).

How to Shop for a Car - Without Actually Shopping for a Car

My lease is up soon and I want to be sure I get what I want...which usually means ordering the vehicle four months ahead of time. So a little advance planning is in order.

Of course, if you've just been discharged from your bankruptcy, or your FICO scores are low, you should have different priorities.

Your main concern should be just getting financed.

Then you should concentrate on working with a car manufacturer, bank or credit union that reports to all three credit reporting agencies.

And finally, you want to find a loan at a single-digit interest rate with little to no money down.

Is this even possible?

Yes...keep reading.

Most of the time, your best deal is going to be on a car the dealer has in stock. I started out getting cars this way. But now, with over 13 years after my bankruptcy, I have more options. As your FICO scores increase and more time passes it gets easier.

I wanted to make sure I was well prepared before I talked to a salesperson, so I went to the auto manufacturer's website. After reading about all the new features, I still had questions.

Rob Lied to Me

I decided to return to the dealership where I purchased my current SUV.

Rob, the salesman who sold me the truck two and a half years ago, was still working there.

Oh, joy.

And he remembered me...

How could he forget?

He lied to me the last time I purchased from him. And by the time I realized it-there was no turning back. (Sometimes you just need to pick your battles.)

You see, in 2003 he sold me an SUV with the promise that it came with DVD navigation.

All the sales literature was very vague so I made it very clear to Rob that this was one of my motivations for getting the SUV. To make a long story short...the SUV did NOT have DVD navigation.

My first clue came when I received a package from the navigation software company a week later with a letter saying...

"Congratulations on your new purchase. Enclosed are your navigation CDs..."

CDs?!

Crap. I knew I was in trouble.

So, to peacefully resolve the situation...I suggested a compromise. They would detail one of our cars once a month for free until the DVD navigation system

was upgraded...at cost (they never gave me the upgrade. It's been two and a half years so far, and our cars are very clean).

Why I Went Back to a Car Dealership where the Salesperson Lied to Me

I walked into the dealership with my, "car dealership attitude" in high gear. I met a young chap by the name of Rick and asked him for a brochure.

As he was stapling his business card to a color brochure I asked him if Amy, the finance manager, was still there.

Rick said she still worked there, and was in the building. He promptly rang her phone extension asking if he could bring by a visitor.

Amy helped me finance my current SUV, and is a talented finance manager...knows her stuff and takes pride in her work (rare talents these days). She's the reason I went back to the dealership.

So we began walking toward her office through the back hallway.

As we were walking, I started to think, "This will be really awkward if she doesn't remember me! After all, it's been a while and she's dealt with hundreds if not a thousand people since then."

And just before I had time to think of Plan B...we arrived at Amy's office door.

"...Hi, Stephen. I love the newsletters. I read them every chance I get. But could you change the name of the newsletter so people here don't think I filed bankruptcy?!..."

She remembered me!

Not only that, she's a reader of my newsletter!

Six important questions to ask a finance manager

I told Amy my lease was ending on my SUV in October. I then quickly went into my fact-finding mode...asking her important questions to get a better feel of what I could expect. These were my exact questions...

1. Do your lenders use the regular FICO credit scores or FICO Auto Industry Option scores?
2. Which local banks or credit unions are offering competitive financing?
3. Does the manufacturer offer a competitive rate and terms compared to other lenders?
4. Which credit reporting agency does your lender use to make a loan decision?
5. Can you dictate which score or which credit reporting agency they use to make a loan decision?
6. What minimum score is required to get the best interest rate and terms?

Amy answered all of my financing questions in a 10-minute conversation.

I said goodbye to Amy, gave Rick my card, chatted about my lingering questions, and left the dealership with a very clear game plan.

No credit reports were reviewed.

No unnecessary credit inquiries were made.

Just the right questions asked of someone in a position to answer them.

I had just shopped for a car without actually shopping for a car. You should do this as well. It will save you time, energy and credit inquiries.

Half the Battle is Going to the Right Car Dealer

As I said before, since my bankruptcy has been discharged for over 13 years, I have a lot of options with lenders. It also helps that my bankruptcy no longer appears on my credit reports.

Even if your bankruptcy still remains on your credit reports just knowing what dealer to go to and what to do when you get there can be the difference between getting financed at a normal interest rate on a car you want, or being offered high-interest financing by a crappy lender like Crapital One, AmeriCredit, WFS Financial, or HSBC Auto Finance on a crappy car you don't want.

Volkswagen Opens Russian Plant to Triple Market Share (Update3)

Nov. 28 (Bloomberg) -- Volkswagen AG, Europe's largest carmaker, opened a Russian factory today, seeking to triple its share of the country's market and joining rivals Ford Motor Co. and Renault SA in beginning production in one of the fastest growing car markets.

``By 2010, 45 million Russian households will be able to afford an automobile,'' Chief Executive Martin Winterkorn said at the factory's inauguration in Kaluga, 160 kilometers (99 miles) southwest of Moscow. Russia ``has a huge potential, and we are going to use it.''

Volkswagen, based in Wolfsburg, Germany, plans to increase its share of the Russian market to 10 percent in 2010 from 3 percent currently. The country provides an opportunity for growth for automakers as Russians spent a record $16 billion on new foreign cars in the first half, fueled by rising incomes, according to PricewaterhouseCoopers LLP.

``Local production should help Volkswagen gain more market share, primarily because avoiding the 25 percent import tariff will make it more price competitive,'' said Michael Tyndall, an industry analyst with Nomura Securities in London who has a ``buy'' rating on Volkswagen. The company should be able to sell a lot more cars ``given its share of the global market.''

Russia's oil-fueled economy, which the government forecasts will grow 7.3 percent this year, is expanding for the ninth year. Ten-month foreign car sales in Russia surged 64 percent to 1.31 million vehicles.

Ford, Renault

Ford, the world's third-largest carmaker, is spending $100 million to expand capacity at a St. Petersburg plant by almost 75 percent over the next two years. Renault, France's second- largest automaker, opened a $250 million Moscow plant in 2005.

General Motors Corp., the world's biggest carmaker, is building a factory on the outskirts of St. Petersburg that will produce 70,000 cars a year, while Toyota Motor Corp., the world's second-largest carmaker, is investing more than $150 million in a Russian plant.

Volkswagen will build 66,000 cars at the plant next year and plans to eventually assemble 150,000 vehicles at the factory. The carmaker will start by building the Passat midsized sedan and the Skoda Octavia, then expand production to the Skoda Fabia and a Volkswagen brand small car developed for Russia. All the cars will be sold for under 10,000 euros ($14,811).

``Opening our first production plant in Russia is a milestone in Skoda Auto's expansion to eastern markets,'' Reinhard Jung, Skoda's CEO, said. ``The region is growing very dynamically and we look at it with high hopes as far as the future of Skoda Auto is concerned.''

Challenging Toyota

The Russian expansion is part of Winterkorn's push to increase sales to 8 million vehicles worldwide by 2010 and challenge Toyota, the world's second-largest carmaker. Volkswagen, the No. 4, last night in Moscow raised its sales target for this year to a record 6.2 million vehicles from ``more than'' 6 million previously.

Winterkorn plans to invest 28.9 billion euros over the next three years to develop the new models, build the plant in Russia and also open a factory in India.

The Volkswagen brand currently ranks 14th in Russian car sales, while Skoda is 16th. The carmaker forecasts its sales this year in the country will rise 61 percent to 31,000 cars.

Cars from Kits

Along with the new factory, the carmaker plans to expand its Russian dealer network. During this first phase of production, Volkswagen will assemble cars from kits, with full- scale assembly starting in the first half of 2009. The carmaker will invest a total of 500 million euros at the plant, which will eventually employ 3,000 people.

GM has a joint venture with OAO AvtoVAZ, Russia's biggest carmaker, making Chevrolet Niva small sport-utility vehicles, and licenses production of other models through Avtotor, a third-party assembler, in the Russian exclave of Kaliningrad.

GM said earlier this month that it may also build Adam Opel AG cars in Russia in the future as demand for the brand surges in the country. Russia is likely to become Opel's biggest market, overtaking Germany, the division's home country, GM Europe President Carl-Peter Forster said last month.

PSA Peugeot Citroen, Europe's second-biggest carmaker, has said it will choose a factory site in Russia before year's end. Peugeot now has ``two or three'' locations to choose from, Chief Executive Officer Christian Streiff said in September.

TOKYO (Reuters) - General Motors Corp will begin producing a hybrid car in China from next year, in time for the Beijing Olympics in August, the U.S. automaker said on Wednesday.

Shanghai GM, one of GM's local Chinese joint ventures with SAIC Motor Corp, will disclose details closer to the undisclosed model's launch, a spokesman for GM Asia-Pacific said.

Demand for hybrids is negligible in China, where fuel economy figures little in consumers' purchasing decisions. Hybrid cars are also expensive since the government offers no incentives on their purchase.

Toyota Motor Corp is currently the only carmaker that builds a hybrid car in China. It sold just 2,000 of the Prius hybrid last year.

Assembling fuel-saving hybrid cars in China, one of GM's most important markets, is another step in the U.S. automaker's efforts to paint a more environmentally friendly image of itself as consumers increasingly look for better mileage amid record-high energy prices.

In other efforts, GM is planning to launch a plug-in hybrid car, the Chevrolet Volt, by the end of 2010, becoming the only automaker to provide a timeline on production for the rechargeable vehicle.

Car dealers' opposition to emission rules attacked

Two public health organisations and the Sustainable Energy Forum have attacked car dealers for opposing the Government's move to lower exhaust emissions.

Transport ministers on Tuesday announced new rules for imported used cars from January next year.

Only cars made in 1998 or after that will pass the test, and in 2009 only cars made in 2000 or after that will pass.

The Independent Motor Vehicle Dealers' Association strongly opposes the new measures, and says the emission rules should apply to the existing fleet and not just imports after next January.

The association argues that used cars will cost more and people will hold on to their old ones for longer, meaning pollution will actually increase.

But the Public Health Association, the Asthma and Respiratory Foundation and the Sustainable Energy Forum issued a joint statement yesterday saying they condemned the dealers' campaign.

"New Zealand has the second highest incidence of asthma in the world," said Asthma and Respiratory Foundation executive director Jane Patterson.

"Studies show a link between asthma and vehicle emissions, so anything that can be done to lower those emissions will be welcome by the one in six New Zealanders who have asthma."

Public Health Association director Gay Keating said contamination of the air could cause hospitalisation and premature death.

"Vehicle emissions are thought to be responsible for around 500 premature deaths a year and the health costs to this country of vehicle emissions are about $442 million a year," Dr Keating said.

The convenor of the Sustainable Energy Forum, Tim Jones, said it was imperative the Government "gets serious" about vehicle emissions.

"Between 1990 and 2005, greenhouse gas emissions from domestic transport in New Zealand increased by 62 per cent," he said.

"Placing a minimum emissions standard on imported cars is urgently needed to help turn around our appalling greenhouse gas emissions record."

Toyota to recall 264,000 cars to repair fuel pipes

TOKYO (AFP) — Japanese car giant Toyota Motor Corp. said Wednesday it was recalling about 264,000 cars in Japan and abroad to repair defective fuel pipes.

It will recall 215,020 Crown, Mark X and Lexus sedans at home and some 49,000 Lexus GS and IS series cars abroad, mainly in the United States, Britain and Canada.

The cars were produced over the two years to December 2005, Toyota said in a statement.

Of the total sold in Japan, 139,890 were from the Toyota's Crown series and 70,706 from the Mark X series, while 4,424 were Lexus cars.

The statement said the fuel pipes were improperly bent and could develop minute cracks, causing fuel leaks in the worst case scenario.

Some 39 defects have been reported by drivers but no accidents.

It is the latest in a string of recent recalls by Toyota, which has seen its reputation for quality dented as it races to overtake US rival General Motors as the world's top selling automaker.

In mid-October, Toyota recalled more than 470,000 cars of eight models in Japan due to problems with the fuel and steering systems.

Audi Aims to Sell 5,000 Cars Here in 2008

Audi, the luxury car arm of German auto giant Volkswagen AG, aims to sell 5,000 cars in South Korea next year, according to Audi Korea Wednesday.

The company said it plans to introduce seven models including the ``A3,’’ a compact hatchback, to boost its sales on the domestic market.

Audi Korea sold 4,120 cars by the end of October. Company officials expect that they can achieve the previously set sales target of 4,500 units by the end of this year.

Toyota to recall 215,020 Lexus, other cars in Japan

OKYO (Reuters) - Toyota Motor Corp (7203.T: Quote, NEWS , Research) said on Wednesday it would recall 215,020 units of the Lexus GS, Crown and three other high-end car models in Japan to fix a faulty fuel pipe that could lead to a fuel leakage.

The recall covers Crown, Lexus GS350, Lexus IS250, Lexus IS350 and Mark X sedans manufactured between December 2003 and December 2005, Japan's top automaker said in a filing with the transport ministry. No accident has been reported.

Another 49,000 of the Lexus models with the same design defect will be recalled in the United States, Britain and Canada and other markets, a spokesman said.

Shares in Toyota reacted little, falling 2.0 percent to 5,980 yen in late trade, largely unchanged from levels before the news.

Portals to the Past: 1899 and now … electric cars ‘up to date’

wanted a hydrogen-powered car when shopping for a new automobile 12 years ago.

Who wouldn’t choose water vapor as exhaust over carbon dioxide? But I had to settle for a combustion engine because there were no other easy options “way back then.”

Following my grandfather’s advice, I’ve taken care of my 1995 Saturn by keeping the oil changed and following preventive-maintenance schedules. With 145,000 miles, I anticipate needing an “up-to-date” model sooner, rather than later.

Now I’m holding out for a plug-in hybrid-electric flex-fuel option that gets 100+ miles per gallon (see Google.org’s project, “RechargeIT.org”).

This exciting opportunity puts me in mind of the first automobile to drive on Kansas City streets — an Edison using storage-battery electricity that would run 30 miles before needing to be recharged — in 1899!

The Kansas City Star reported Nov. 13, 1899, “The Automobile Is Here.” A separate, lengthier article that day described Fire Department’s investigation into acquiring the first automobile fire wagon made in the United States from Chicago’s Fire Extinguisher Company.

The next day, a short news item declared: “Kansas City is so accustomed to up-to-date things that the horseless delivery wagon which appeared on the streets yesterday created no surprise and attracted little attention.”

Within a week, the situation was markedly different!

The one and only automobile in use in Kansas City, driven by A.D. Boyer, an electrician with the West Bottom meatpackers Swift & Company, “filled every requirement.” Reported The Star:

“An automobile has been in operation on the streets of Kansas City for a week and is apparently a success. It has not balked at steep hills, run away, backed over the curbing, nor has it caused the horses attached to other vehicles to shy. On the contrary, the horseless wagon which the Swift Packing Company has in use in this city for the purpose of advertising, taking orders and making small deliveries, behaves in a manner becoming a well directed conveyance. Rolling along silently and dodging street cars, wagons, and pedestrians, it attracts as much attention today as it did a week ago when it made its first appearance.

“The machine is operated by a single lever that regulates the power from the storage battery, applies and releases the brake, and directs the motion forward or backward. It does not require full power to run on level streets. When a grade is encountered, additional power is applied and the speed is not diminished. No trouble is experienced in crossing and re-crossing street car tracks.”

Noiseless, electric “horseless” cabs had been in use in Chicago and New York earlier in the year, according to syndicated reports. Autos were being used for sport in Paris. And, industries as far away as Sante Fe were boasting uses for the new contraption.

In May 1899, The Electric Vehicle Transportation Company for Missouri was incorporated as one of 17 companies in the Whitney-Elkins-Widener Syndicate to operate automobiles in different states.

Then, in June, the prediction was made that “it probably will not be long before automobiles will be seen on the streets of Kansas City.” Forest Hill Cemetery Company’s president, Homer Reed, announced plans to contract with Eastern manufacturers of automobiles for several vehicles to run passengers between the terminus of the Troost Avenue cable line and the cemetery.

His attempt soon failed after manufacturers balked, fearing the auto couldn’t handle the precipitous slopes of our “mountainous town.” Maurice Hughes donated his written personal recollections of the area’s first automobiles: “I was skating on roller skates to school…and maybe every two or three weeks I would see one of those electric cars…. So, I had to be on the alert to keep out of the way of the cars. There were many horse and buggies, but the horses wore iron shoes and you could hear them. But, the electric autos did not make much noise.”

Thankfully, Swift & Co. had the foresight to experiment with the modern invention.

As I drive down the road today, I’m hoping some daring local firm will provide me with the once-in-a-lifetime opportunity to own one Kansas City’s first plug-in hybrid-electric flex-fuel “horseless carriages.”

Nissan recalling 686,500 Altimas and Sentras because of software glitch

Nissan North America Inc. said Monday it is recalling 686,000 Altima and Sentra cars because of a problem with software in those vehicles.

The software problem could cause a stall at low speeds and can be corrected at dealerships, according to Josh Clifton, a Nissan spokesman.

The affected vehicles are the 2002 Altima 2.5, the 2002 Sentra 2.5, the 2005-2006 Altima 2.5 and the 2005-2006 Sentra 2.5.

Owners can contact Nissan at 800-647-7261 with questions about the recall.

Mixed reaction to ban on old cars

There has been mixed reaction to the government's plan to ban the import from next January of used cars more than 10 years old.

The move is aimed at improving air quality, the government saying the pollution from older, smokey cars is a slow killer.

Dealers claim the changes will mean a drop in imports of used cars from overseas and see New Zealanders holding on to older cars already here.

But the Automobile Association disagrees and is calling the changes practical.

"Not only do you get a safer car if the car is newer, but you also get a car that actually is going to be friendly on the environment and is going to have lower emissions. So this addresses both of those issues," says Mike Noon of the AA.

Older imported cars already registered in New Zealand are exempt from the new law as are classic cars, racing cars and military vehicles.

The Land Transport Vehicle Exhaust Emissions Rule sets out a range of new standards the government hopes will clear up air quality.

From January 3, only petrol cars newer than 1998 will be allowed in and the following year no car older than 2000 will get in.

Diesels will have to be no older than 2002.

Associate Transport Minister Judith Tizard says the move is necessary.

"We know the cost of a lot of things but we've forgotten the value of human health," she says.

Dealers claim diesel imports could drop by 85% and petrol cars 30%. They fear people could hold onto the old dunger because they would not be able to afford to upgrade to a much newer model.

Andy Cuming from the Motor Trade Association says people will be left with no option but to keep cars longer.

Currently there are 2.6 million vehicles on NZ roads, with an average age of 12 years.

"There will be some casualties within our industry. We hope that a lot of those are some of the rogue importers bringing cars in willy nilly and only looking for a quick buck in it," Cuming says.

The test will be paid for by the importer, which Tizard expects will be passed onto consumers.

She says she hopes it won't be much, but with scientific research showing kiwis are dying early because of air pollution it is a matter of balancing the health and economic costs.

"The price of children getting sick and old people dying early is pretty high too. It's time we moved," Tizard says.

In addition there will be higher emission standards for all new and used vehicles, bringing New Zealand into line with Japan and Europe. And it will be illegal to modify any vehicles' equipment which could cause their emissions to worsen.

Motor vehicle dealers have been critical of the changes and have taken out full page ads in newspapers with caricatures of Prime Minister Helen Clark and Tizard. Tizard has brushed off the attacks, saying it is all about cleaning up air quality.

Audi brings fuel-efficient cars to China

Audi is launching its latest-generation of

fuel-efficient engines onto the Chinese market, the car maker announced.

A new fuel-efficient saloon, the A6 L 2.8 FSI, was unveiled at the Guangzhou Auto Show near Hong Kong, featuring the valve-lift system (AVS) for variable control of valve lift.

The same engine will be available in the Audi A8 2.8 L FSI with the car maker listing a fuel consumption of 8.3 litres per 100 kilometres and a carbon dioxide emission figure of 199 g/km.

Werner Eichhorn, head of Audi sales in China, said in Shanghai that the company was also drawing up plans to introduce TDI diesel engines to the Chinese market.

Diesel cars are virtually unknown in China, but the introduction of low-sulphur fuel now satisfies a vital requirement for the operation of modern, low-pollution TDI engines, Audi said in a press

statement.

Audi said it currently holds a 47-per-cent share of the premium segment on the Chinese market, selling 75,276 vehicles in the period

January to September this year - some 25.7 per cent more than the same period in 2006.

Portable Air Compressors

A Great Toy to Have

If you have any amount of air tools in the garage then you will need a portable air compressor to run them. Most garage hobby mechanics will choose portables over a stationary because they can be used in lots of different applications. A portable unit gives you the option of moving the compressor out the garage and hooking up a nail gun to work in the house or yard.

Electric or Gas Powered

They are either powered by an electric motor or a gas engine for more professional models. The pump puts the compressed air into a storage tank and then a hose is hooked up to power your air tools. Most portable air compressors are oil lubricated pumps. The oil lubricated models are quieter and generally last longer than oil free models but will require you to change the oil periodically. An oil free model is easier to deal with but will not last as long with prolonged use.

Arrangement of the Air Tank

Portables generally come in different tank configurations. There are basically two different styles on the market. Pancake style models have the motor and compressor mounted on top of a pancake shaped storage tank. You will mostly see these units running a nail gun. They are popular for this application because you can quickly pick one up and move it around. There is also a twin stack arrangement of the storage tanks. These have two long, narrow tanks mounted next to each other with a wheel mounted in the middle. Both of these types of models are electric powered and will run on a 15 amp house circuit. I would recommend staying away from anything bigger for you r house because they will pop your breaker trying to draw too many amps.

How Big of a Compressor Do You Need?

Choosing the right size is critical to running your air tools. The most important factor is the storage tank size not horsepower or air pressure. This is where you have to ignore the slick salesmanship on the box. The larger the capacity of the storage tank the longer you can run your air tool. Impact wrenches for example use a lot of air to run them and a smaller tank will quickly run out of air before the pump can refill it. Air volume is really the limiting factor. Almost all air tools require around 90 psi of pressure and all these units will do that. A nail gun for example only requires about 2.2 CFM to run compared to angle grinder that needs anywhere from 8 to 30 CFM. This is why a pancake style is fine for a nail gun but if you are running impact wrenches and air grinder you will need a larger model.

Masking Paper! How to Protect Your Car From Overspray

Masking paper is a tightly bonded, poly-coated paper designed specifically for consumer use in repainting and refinishing automobiles. The use of this product ensures the highest quality results by protecting the automobile from paint penetration, seep-through and overspray.

Newspaper, which was once widely used when painting cars proved too porous for this purpose and often resulted in paint bleed-through. The poly coating in masking paper offers complete protection for the surfaces it is applied to if it is applied correctly. Masking products provide the maximum penetration resistance from the harsh solvents used in automobile sealers, lacquers, enamel paints and clear coat products. It eliminates dust contamination from fibers and performs well, even during wet sanding. Masking products easily withstand assaults from the powerful exhaust fans used to dry the automobiles after painting.

Masking paper must be carefully applied to all non-painted surfaces and secured in place by masking tape designed for this purpose. These products are available in a variety of widths to fit any job. Narrow tape is best suited for applying around curves. Wide versions are more suitable for quickly covering large areas of the automobile. A variety of tools such as a masking paper dispenser, speed up the job and simplify the application process. Masking dispensers are available as hand-held implements or sophisticated multi-roll dispensers.

Protected surfaces must be completely dry and free of silicones, lubricants, dust, rust and other surface contaminants before masking paper and masking tape are applied. Unless curved surfaces are being masked the tape should not be stretched. Simply lay it on the surface to be protected and apply tape over the edge of the paper. It should overlap both the area to be painted and the area to be taped. Then, using a sharp, single-side razor blade, cut the tape along the line where the two areas should be divided and remove the tape over the area to be painted.

When covering trim, masking paper is not required. Select a masking tape that is wide enough to completely cover the trim components. When taping a door handle, for instance, apply a wide piece of masking tape to the upper area of the handle first, smoothing the tape by hand to prevent any ripples or ridges. Then apply a second piece of tape to cover the lower side of the handle, slightly overlapping the first piece. Apply masking tape to chrome strips, grills, weatherstripping, decorative emblems and antennas in the same manner.

When masking bumpers, 12-inches wide is efficient for the job. Protecting grills is easy when masking paper is extended well inside the engine area to prevent overspraying the radiator and engine. Letters and emblems can present a problem that is easily resolved by using narrow widths (1/4 inch) of tape, though when possible, it is best to remove emblems. Headlights and taillights can also be easily masked using three-to-six-inch sections.

Two layers are recommended for covering windshields. Begin masking a windshield by first applying a running length of masking tape around the windshield trim or the glass itself. Attach masking paper to the lower portion of the windshield and then apply a top piece to the windshield that overlaps the bottom piece. Masking in this way prevents water and debris from running down over the paper onto an uncovered area. Do not remove it until the newly applied paint is dry.

When covering a panel for a two-toned paint job, select paper that is slightly wider than the area to be covered. Apply masking tape to one edge of the paper and apply the taped edge to the car body. Then fold it to the required width and tape it into place.

All US Car Washes Should Be Shut Down for Pollution and Wasting Water

Having been in the car wash business some 27 years before retirement, I was privy to some insider secrets that always bothered me. It is time that the Car Wash Industry come clean on these issues. The truth is that the car wash industry has some dirty little secrets and they are much more damaging than the mere "Sixty Minutes Expose" on the Industry, the filth goes much deeper and until now has been easy to white wash.

Nevertheless, the truth must be told and so this series of 100 articles on the subject will serve as a wake up call to the Carwash Industry, the Car Wash Trade Journals and the Car Washing Associations. There have been several reports and surveys that have been buried in the last decade on the reality of the amount of water the car washes use. In one industry study, 7-gallons from each car wash found missing, unaccountable.

However, we all know where that water went. You see a small portion went to landscaping, while the largest portion of the missing water drove off the lot with the car itself. That's right nearly 7-gallons drove out of the carwash, most of it not dried off as it was dripping from the undercarriage of the vehicles. This is where the oily grime is and the water dripping off as the car drives down the road is putting contaminated oily water and sludge on the street.

When the rain comes this disgusting pollution washes into the nearest storm drain, polluting and killing fish and wildlife. This is only one thing that the car washes do not want you to know. But now you know. So, when you hear that carwashes save water in a drought, don't believe it, in fact ask them where that water is really going and how they intend to pay for the superfund sites they are creating outside your town, in the rivers and streams? It is time to shut down all carwashes.

Car Washing Magazines Must Defend the Carwash Industry to Survive

One should not blame a struggling Trade Journal for attempting to uphold their Industry. After all if they want advertisers they have to put a positive spin on the Industry. For instance Modern Car Care is doing an "Environmental Issues" in January and if you are in the carwashing industry perhaps you already know this, in fact one of their writer's emailed me to write an article.

In reality the car wash industry has a spotty record on environmental issues. For instance in their annual 2008 Survey on drought mitigation Carwash Owners list all the great things that they are doing. But do they really care? One Car Wash Magazine Editor believes so.

Oh well, sure carwashes care about the Drought, when the local city or country is in Level II Drought and they are about to be shut down. Ever wonder where the 7-unaccounted for gallons go on the water usage research findings? It drips off the bottom of the car onto the street as they drive away? You know where all that oily water goes from the undercarriage? Into the storm drain. Yah, like they really care? I suppose the industry will care one someone makes a note of it and the EPA comes a knocking.

The car wash industry, has more dirty little secrets than one can shake a stick at. I sincerely hope you will read my next 50 articles on the subject of the Car Washing Industry. I told one Car Wash Industry Trade Rag who debated this point that:


I agree we disagree on the editor in chief's naiveté and view of the flickering flame on wall of her cave.

And after working in the car wash industry for 27-years and watching it from the inside, I believe that the carwashing companies have gotten a free ride way too long. Carwashes Save Water - Not as Much as You Can at Home with a Small Pressure Washer

Perhaps you have noticed how inexpensive pressure washers are these days. Some of the Chinese Imports at Home Depot and Wal-Mart only cost $49.00 and for a decent electric one, about $129.00 and that comes with 25 to 50 feet of hose too - very affordable. Many of these smaller pressure washers only use 1.5 gallons per minute and that means you can rinse your car and do quite a bit of spraying, before you ever equal the amount an actual so-called "Professional Carwash" might use.

Of course, the Carwash Association, Trade Journals for the Industry and even perhaps your local carwash, wants you to believe that the only way to save water is to go to a carwash. Why, Well, simple really, and I suppose if you owned a carwash and loved all that cash, you too might encourage people to come to your carwash.

Many regional and national car wash associations now are trying to tell people that they are hurting the environment by washing their car in their own driveway. Supposedly by allowing run off with soap in it and use of water during a drought period.

What they do not tell you is that the car washes use a lot more water than you think and in doing so they are not helping the environment as much as helping themselves to your money, each and every time you go to the car wash and wait in line to pay them your hard earned money. Think on this and see if you can allow your common sense to see thru the carwash hotwax fog.

Should Car Washes in America Be Shut Down?

Apparently, some environmentalists are appalled at how much carwashes cause degradation to our environment. But is there criticism really legitimate, do car washes actually hurt the environment and should they really All be shut down or should they simply comply with environmental regulations and clean up their act?

It appears that cleaning up their dirty car wash water is not the problem, as environmentalists do agree that most car washes do treat their oily water and sludge, often scooping it out and taking it to a Class II Hazardous Waste Facility. But some environmentalists claim that carwashes are unnecessarily filling up these dumps, and it needs to stop.

Additionally environmentalists claim that car washes are carwashes use too much of our precious natural resources - namely water. Nearly a third of our nation is in a serious drought situation, if the car washes would be shutdown water would be saved. Environmentalists state that most carwashes do not used gray reclaimed water like many golf courses and all of them should.

So the 64,000 dollar question is; Should we shut down car washes due to their inefficient waste of water and their degradation to our environment or should we make them comply fully with environmental rules?

Currently, nearly 6.8 gallons of water per car wash is unaccounted for from the carwashes. Where does this water go? Well, if you look closely at the cars leaving the car wash you will see the water drip onto the road or street as they drive away, usually from the oily undercarriage of the car. This polluted water has many environmentalist alarmed and up in arms. Think about it.

Let's be clear on a key point: There's no question that how you drive is more important to safety than what you drive. The stoutest, most technically advanced vehicle in the world is still a potential death trap in the hands of a reckless or impaired driver; a vintage car with 100,000 miles on the odometer can still be driven safely.

With that in mind, in compiling our list, we looked for 2008 models with comprehensive safety features in four vehicle classes: compact cars, midsize and large sedans, and compact sports utility vehicles. We left out subcompacts; although they are ultra-affordable and fuel-efficient, as a class they have easily the highest fatality rates of any cars or trucks. All 12 cars on our list received either four- or five-star ratings in government crash tests. All have curtain air bags and electronic stability control as standard or optional equipment.

Beyond safety, our first-car favorites are based on affordability, fuel economy and overall value. We set $25,000 as a maximum base price, well below the average new car's cost. Each model achieves average or better fuel economy for its class, based on federal mileage estimates. Each also achieves average or higher ratings for ownership costs--including fuel, insurance, financing, repair and maintenance costs and depreciation--this data was supplied by Vincentric, an automotive cost analysis company based in Michigan.

Safety First
In choosing a car that's apt to keep their kids in one piece, parents may have to balance competing interests. Subcompacts are often the most affordable, but usually not a good choice for a crash-prone driver.

The Insurance Institute for Highway Safety (IIHS), which performs its own crash testing and ratings, takes a hard-line stand: It does not recommend any small cars or SUVs for younger drivers. Russ Rader, spokesman for the IIHS, says the institute favors midsize or full-size sedans, the latter being the safest vehicles overall.

"For a teenager, big and boring is better," he says. "The vehicles they want to drive are probably the ones you don't want them in."

Outside of wearing your seat belt, electronic stability control, or ESC, is now widely viewed as the biggest potential life-saver in an automobile. Electronic stability control can actually prevent accidents, reliably sensing and correcting a sudden loss of traction or control--something inexperienced drivers are least equipped to handle.

IIHS research of crash data--comparing models before and after ESC was installed--has shown that ESC systems reduce single-vehicle crashes by more than 40%, and fatal accidents by 56%. Projections indicate that equipping all cars with ESC could avoid up to 10,000 of the 34,000 fatal crashes each year.

The 2008 Subaru Impreza, one of three compact cars on our list, is the first and only compact car to be designated a Top Safety Pick by the IIHS. The award goes to models that achieve the highest possible scores in front, side and rear crash tests; whose headrests work effectively in crash testing; and that feature head-protecting side air bags and ESC.

Among compact SUVs, the Honda CR-V and Element benefit from Honda’s ongoing effort to be an industry leader in safety. Their features include sophisticated body configurations that also aim to reduce pedestrian injuries if struck in an accident. The CR-V and Element also garner IIHS Top Safety Pick awards when equipped with optional ESC systems.

For parents who can't afford a new car, the IIHS recommends buying a used car--midsize or larger--with as many modern safety features as possible.

Great With Gas
At $3 and more a gallon, it’s costing about $110 a month to fuel up the typical new car, with pickups, SUVs and minivans averaging about $145 a month. So for younger drivers with limited funds, and a tendency to borrow from mom and dad, a gas guzzler isn’t the answer.

It’s here that parents may find themselves balancing their needs: Again, subcompacts may sip the least fuel, but their crash protection can’t compete with that of bigger cars that as a rule get lower mileage.

As a midsize sedan, the Toyota Prius combines the security of a larger car with class-best EPA-rated fuel economy of 48/45 mpg in city and highway driving. And even for parents who demand a beefy full-size sedan, the Chevrolet Impala still manages a frugal 29 highway mpg with its 3.5-liter V-6.

Most Valuable Players
A first car isn't just a lesson in driving responsibility. Shrewd parents can make the car the latest introduction to the grown-up world of monthly bills, on-time credit payments and financial responsibility. If parents are footing all or part of the monthlies, the young driver might be expected to track payments, pick up the insurance, or cover gas and maintenance.

David Wurster, spokesman for Vincentric, says that focusing less on a monthly payment and more on total ownership costs--including fuel, insurance, repairs and depreciation--will not only save parents money, but provide a valuable financial education.

“If a younger driver really sees how much money goes into a vehicle, they may become a little smarter about not stretching their budget,” Wurster says. “They can learn that just because you can technically afford something, doesn’t mean you should buy it.”

For three consecutive years, the Honda Civic has topped all entry-level compacts for Vincentric’s Best Value in America designation, thanks to its affordability, low operating costs and tremendous resale value.

The Honda Accord, meanwhile, topped all 2008 midsize competitors with the highest projected residual value from Automotive Lease Guide, which tracks depreciation; Honda’s lineup as a whole ranks No. 1 among non-luxury brands for its projected residual values.

Electric cars rolling on streets of Los Gatos

The Green Vehicles store in downtown Los Gatos has been attracting a lot of gawkers and quite a few buyers since it opened for business in mid-October. And according to owner Ehab Youssef the best is yet to come. By the end of last week, he expected the first freeway-ready electric vehicle to be on the showroom floor.
It's called the Triac. It's a two-door, two-seater and it will go 70 mph with a range of about 120 miles.

"We've had huge demand," Youssef said. "There are close to 200 people on the list for the freeway vehicle. People can sign up to drive it and then order it and take delivery in 30 to 40 days." The Triac sells for $19,900.

The other cars for sale at Green Vehicles are known as neighborhood electric vehicles because they can only be driven on surface streets. Youssef has sold more than a dozen of those in six weeks - some were pre-ordered before he opened up shop.

"Lots are going to people who are out of state," he said. "Some have gone to Palm Springs, while three or four have been sold to people who live in Los Gatos. People are buying those to go to the gym or the grocery store."

The neighborhood electric vehicles' average speed is 35 mph. They have a range of about 70 miles. The base price for the four-passenger Roadster is $8,995, while the top-of-the-line H3 Limo starts at $15,995. If you want zip-up doors or a roof, though, be prepared to spend more.

The neighborhood electric vehicles are all manufactured by American Custom Golf Cars. Still to come is an electric version of the Honda Accord and a pick-up truck called the Buckshot. They are due to arrive early next year.
In addition to the cars, Green Vehicles also sells electric scooters, bicycles and personal transporters.

Sydney launches trial car-share parking

A trial parking program for car-sharers has been launched in inner Sydney in a bid to ease traffic congestion.

Under the program, 90 car spaces will be set aside for the dedicated use of residents using car-sharing schemes, which are set up for people who don't want to own their own vehicles but need the use of a car.

The schemes allow people to pay a membership fee to a private company and use a network of cars for as little as an hour or for up to a week at a time.

Car-sharing companies already operate in Sydney, but this is the first time designated parking spaces will be set aside for car-sharers in the city.

The system, which is also popular in other countries such as Italy and Switzerland, is often cheaper than using hire cars.

Sydney Lord Mayor Clover Moore said car-sharing was convenient for those living in inner Sydney who only needed a car to go away for a weekend or shop for bulky items.

The schemes also reduced congestion and were environmentally friendly, she said.

"Research shows that each car-share vehicle can be used by up to 10 people, reducing the need for people to buy and use vehicles unnecessarily," she told reporters at Sydney's Town Hall.

"This is a real breakthrough, it's a new way of living in Sydney.

"We really hope it's going to take off."

Ms Moore said she did not anticipate anger from residents over the loss of car spaces to the two-year trial program.

The spaces would be set aside after consultation with the community, she said.

NSW Roads Minister Eric Roozendaal said congestion was the number one issue on Sydney's roads, but a congestion tax on cars in the city was not on the agenda.

"There are no plans for a congestion tax," he told reporters.

He said car-share schemes were a great example of how councils could make a difference.

"Improving urban mobility requires new thinking and innovative solutions at every level of government," he said.

Paul Reichman, from car-sharing firm Charter Drive, said car-share plans started at $3.30 an hour, plus mileage.

Mr Reichman said Charter Drive had been operating for about 18 months and had 700 members and 25 cars.

"The first main difference (to hire cars) is the cars are available by the hour and they are ideally within a five minute walk of a person," he said.

"Cars do cost a fortune.

"When you start doing the economics it (sharing) makes total sense."

Volkswagen plans four new bases for cars

Volkswagen has four new car architectures planned as part of its revamp, according to reports.

In mid-November Volkswagen announced it would be investing 28.9 billion euros in its automotive division over the next three years. The company said the changes would focus on completely new vehicles as well "successor models and derivatives" for all of its product classes. The investment will include new powertrain technologies and updates to manufacturing plants.

Today it's been reported this will entail the introduction of four completely new base architectures from which Volkswagen will build its new models and updates, according to AutoBlog and Automotive News.

To save on manufacturing costs, several similar-sized cars are often built on the same original platform, though things like exterior sheet metal, engines, and interiors are different.

In the case of Volkswagen, the company plans to use its MQB (Modulare Querbaukasten aka modular transverse component system) architecture for "upper-medium" cars like the Passat. The MQB system will be the base for over 6 million cars per year by 2018 and save up to 40 percent per car in development and manufacturing costs.

The MLB (Modulare Längsmotor-Baukasten aka modular longitudinal engine component system) will be used for the Audi A4 and A5. The MHB will be used for small rear-engine vehicles like the Space Up concept car Volkswagen has been unveiling at car shows. A fourth unnamed architecture is also under development for Volkswagen's mid-engine sports cars sold by Audi and Lamborghini, according to AutoBlog.

While Volkswagen released a statement on the revamp, it was not immediately available for comment on the particulars of what those changes would entail.

News of change for Volkswagen is not surprising given an October court ruling that gave Porsche, which holds over 30 percent voting interest in Volkswagen, the ability to exert more control. Porsche has repeatedly said it would like to revamp Volkswagen to make it competitive with Toyota in terms of global sales. Toyota is known as a pioneer for its efficient plants with modular car manufacturing.

Tata inks plan for green cars

NEW DELHI: Imagine an Indica that runs on petrol as well as an electric engine. If Tata Motors's plans come through, it could soon be putting a fleet of clean and new technology vehicles on the roads.

The auto giant, it seems, has woken up to the future - it has drawn up an eight-year timeframe to deliver the standard Indica, its successful trucks and buses and other vehicles in their green avatars. Some of these would run on blended fuels, some on hydrogen-based hybrid engines and yet others on four different fuels at the same time.

With global market on hybrid cars picking up steam and the race to build a fuel cell car heating up, Tata doesn't want to be left behind. Even while it defends its existing diesel fleet against tightening of norms, it's investing into new technologies like never before.

A electric vehicle based on its fast-selling Ace mini-truck prototype is ready for production with Tata eyeing markets in US and Europe. In the mass transport sector, it is looking at high capacity buses that run on overhead electric lines along with diesel or CNG gensets and, as and when it happens, on fuel cells too.

Fuel cells use hydrogen as fuel and emit only water vapour making it a carbon emission free technology. Even though hydrogen supply remains an issue worldwide, car giants have been racing to hit the market with a fuel cell-based model. Honda recently revealed its FCX Clarity model based on fuel cell technology to rave reviews.

The fuel cell buses Tata is looking at will be able to run 250 km on one fill and could be used for inter-city and intra-city trips. The same fuel cell technology will later be used in smaller cars as well as SUVs. Tata is also working on a hydrogen-based internal combustion engine for which IIT-Madras has also done some research.

To match up to the international giants in the passenger car market, Tata wants to produce five electric variants of the Indica using lithium ion batteries that will run up to 200 km on one charge.

It will also build a hybrid of petrol and electric vehicles using two cylinder petrol engines that could give up to 20 km/litre when loaded on an Indica car.

Tata is also working on an Indica that would run on CNG and hydrogen mix. The push by Tata Motors comes along with the government's plan to pump in Rs 25,000 crore between 2006-2020 in a national hydrogen energy board while the Technology Information Forecasting and Assessment Council under the science and technology department is focusing on building technologies and engines using hydrogen as fuel.

Korean Drivers Demand New Cars, Stats Show

Koreans buy new cars more frequently than people of many other nations, statistics show. According to statistics from the Korea Automobile Insurance Repair Research and Training Center on Monday, Koreans bought 1.17 million new cars last year. That figure accounted for 7.4 percent for all registered automobiles in Korea in 2006, which was 15.89 million.
Korea had the fourth highest proportion of new cars on the road last year, after Spain with 8.39 percent, the U.K. with 8.14 percent and New Zealand with 7.98 percent.

Also near the top of the list were South Africa (7.15 percent), the U.S. (6.8 percent), France (6.72 percent), Australia (6.7 percent) and the Netherlands (6.45 percent). At the bottom of the list, with a smaller proportion of new cars, were Mexico (4.95 percent), Greece (4.9 percent) and Brazil (4.46 percent).

The statistics show that Koreans use their cars for 7.1 years on average as of August 2007, which is up from 6.6 years in April last year. That figure lags far behind other advanced nations such as New Zealand (14 years), South Africa (13 years), Australia (10.1 years) and Spain (8.6 years). Americans use their cars for 10 years and French eight years.

An insurance company employee said, "Koreans tend to regard their car as their second most important asset after their house. In line with this tendency, Korean automakers frequently release new models. Those factors probably play a part in Korean people's strong desire for new cars."

Texas delays rebate vouchers for buyers replacing older cars

Dealers to take the wheel in effort offering up to $3,500 to replace old vehicles

A state program to pay low-income residents of the Dallas-Fort Worth and Houston areas up to $3,500 to replace their old, polluting vehicles with newer ones should begin in January – a month later than expected. And new car dealerships may effectively run it.

In an effort to make the program easy for consumers to use, the state may allow vehicle owners to take their 10-year-or-older cars and trucks to any area dealership and get a voucher there to buy a new vehicle or one that is no more than two years old, officials said. Some of the earlier ideas for administering the program would have required drivers to go to a state or county office first.

The bill that created the vouchers was originally aimed at cars and trucks that were 1995 models and older, but the standards have been broadened to vehicles 10 or more years old, officials said.

Final rules for the program, which will be overseen by the Texas Commission on Environmental Quality, will be completed early next month.

"The later start date will probably work out best," said state Sen. Kip Averitt, R-Waco, who sponsored the bill that created the program. "They plan to have everything online and ready to go, but because we will be pushing into Christmas – when people are distracted by the holidays – they thought it would be best to do the kickoff in early January."

Called the "accelerated vehicle-retirement program," the plan intends to take thousands of older vehicles that do not meet federal clean-air standards off the road. The program, which is voluntary, focuses mostly on older vehicles because they emit 10 to 30 times as much pollution as newer vehicles.

In return for turning in their old vehicles, owners will get the vouchers of up to $3,500, and the state will receive clean-air credits from the U.S. Environmental Protection Agency. The old cars and trucks surrendered in the bounty program will be sent to salvage yards.


Developing a process

Up to $100 million is available for the program, generated by vehicle-inspection fees in the Dallas and Houston areas. Residents in those areas pay $39.75 to have their vehicles inspected annually, compared with a fee of $12.50 in areas that comply with clean-air standards.

A portion of the additional fees will be used to fund the car-replacement program.

Initially, officials thought that counties in the Dallas-Fort Worth and Houston areas would mostly administer the program – and those governments will undoubtedly still be involved.

"But dealers are the ones who know how to read a title, how to do the paperwork involved in a trade or sale," said Drew Campbell, president of the New Car Dealers Association of Metropolitan Dallas, and a participant in meetings to develop the program. "What the state is concerned about more than anything else is how do we make this process as clean and simple as we can."

If the details can be worked out, owners would take their old vehicles to any area new car dealership, get a voucher and purchase another car or truck, officials said.

"We've done a training video for car dealerships and financial institutions," Mr. Averitt said. "We're hoping when they come into the dealership that most of the work can be done there."

Car dealerships will need to develop a reliable process for getting salvage-yard operators to pick up and dispose of the old vehicles, Mr. Campbell noted.

"The hang-up now is with the [salvage] crushers," he said. "We need to make sure that we've got a process that guarantees that every old car gets picked up and crushed."

Don Herring, who owns three area Mitsubishi dealerships, is already preparing to take advantage of the program. But Mr. Herring, who participated in some of the program discussions, said several details still need to be resolved – particularly concerning how the salvage process will work.

"They have very specific language in the bill about how we dispose of a car, and we can't use the voucher until we do," he said. "But I think this program could be a great asset to customers who have these cars and dealers who participate in it."


The rules

The program is also open to owners of newer vehicles that have failed emissions tests. But the bulk of the bill focuses on older vehicles.

Although the rules for the program are still being written, the language in the bill states that it applies to gas-powered vehicles that are at least 10 years old, were registered in a participating county for at least a year and passed a safety and emissions inspection within the last 15 months.

In addition, applicants' net household income cannot exceed $61,950 for a family of four. Individuals are limited to a maximum net income of $30,630.

Participants will receive vouchers of $3,000 that they can use to buy most new vehicles that cost $25,000 or less. If participants opt to buy a hybrid, they can get a $3,500 voucher. They can also use the vouchers on used cars and trucks that are no more than two model years old.

A vehicle-replacement fund was established for the Dallas-Fort Worth area six years ago but offered only $1,000 in assistance and attracted few participants. Last spring, with the Dallas and Houston areas under increasing pressure from the EPA, the Texas Legislature tripled the voucher amounts.


First come, first served

Mr. Averitt is confident that the $100 million in the fund is enough to get at least 40,000 old vehicles off the road in the Dallas and Houston areas. The money will be available on a first-come, first-served basis, he said.

"The sooner we spend it, the better off we are," he said. "It means we've cleaned the air that much and says something about interest in the program."

The program won't bring Dallas and Houston into compliance with clean-air standards by itself, but every step helps, he said.

Even after the money is spent, the old car program will probably continue. But it might not have the funds it does now – an amount made possible because so little money was spent during the years that the program offered only $1,000 vouchers.

"There will be a program next [legislative] session," Mr. Averitt said. "The question is, how aggressively will it be funded?"

Tokyo Motor Show offers glimpse into cars' future

Automakers exposed their visions of the future when they presented their weird fantasy vehicles, sleek gas-guzzling sports cars and lightweight hybrid vehicles at the 40th Tokyo Motor Show at the Makuhari Messe convention center earlier this month.

Above that, manufacturing fuel-efficient and eco-friendly vehicles has apparently become a common standard among car producers amid the abrupt upturn in oil prices, which tend to continue hitting new highs.

All the new models also showed that automakers had the feeling future cars must be attractive and easy to drive. The futuristic cars have been envisaged to not only offer comfortable and quick transportation, but also attempt to close the gap between machine and human being.

This year's show, attended by nearly 1.5 million visitors, was the first in 10 years to feature both general and commercial vehicles.

No less than 240 companies, hailing from 11 countries, took part in the exhibition by displaying about 540 vehicles. At least 77 of them were world premieres with 103 others appearing for the first time in Japan. Many of them were concept cars.

Among them was Toyota Motor Corp.'s iQ Concept, an eco-conscious vehicle that is less than three meters long but can still allow three adults and a child or luggage to fit inside.

The iQ Concept was one of Toyota's eight concept vehicles aimed at providing new proposals for the automobile.

There is also RiN, which aims to satisfy its owners with comfortable, heated seats and an oxygen-level conditioner and 1/X hybrid, which weighs only 420 kg, or one-third the weight of the Prius. The vehicle is manufactured with the use of carbon fiber reinforced plastic in its body frame.

"When I speak of 'dream cars', I always imagine a scene from urban life, where the entire city is full of greenery and people are cheerfully chatting with one another," said Toyota president Katsuaki Watanabe at a press briefing.

"In that scene, 'dream cars' and mobility are an integral part of life and the city itself. While taking into consideration the future development of society and the city, I hope we can make the lives of people even healthier, safer and fuller through advances in car technology and mobility in general," Watanabe said.

During the press briefing Watanabe took a ride in a i-Real personal mobility vehicle. "With this vehicle, people can enjoy communication while moving about freely on their own. Our goal is to create a society where people and cars are unified and where there is communication among cars," he said, adding that Toyota would make the most of Intelligent Transport Systems to make this concept vehicle become a reality.

Honda Motor Co., meanwhile, exhibited the Puyo, a fuel-cell vehicle which is designed not just for pleasure for users but also to please those around it. Covered with a gel-like exterior, its cute front mask makes it feel like a pet.

Steered with a joystick rather than a wheel, the car allows its driver to rotate 360 degrees to change directions.

Nissan Motor Co. unveiled the Pivo2, which is powered by lithium-ion batteries. The vehicle features a "robot" that predicts the driver's emotions through voice- and facial-recognition technology.

The robot, fixed near the center of the dash, talks and makes suggestions to keep the driver happy.

The car adopts a kind of flexible fuel technology, which allows it to run on gasoline, ethanol or a mix of both.

One of the concept vehicles launched by Suzuki Motor Corp. was X-Head, a cross-utility vehicle that offers unprecedented possibilities. With DNA reflecting the rough-road performance and toughness of the Jimny and Grand Vitara (Escudo) and the load-carrying capability of the Carry, the X-Head is the epitome of functional dependability and fun.

The show is open to the public from Wednesday through Sunday at the Boston Convention & Exposition Center, having left the Bayside Exposition Center after nearly a quarter century.

The expo center's cramped 250,000 square feet of display space is doubled at the convention center and about 40 manufacturers will take advantage of the added room - they are expected to show off around 800 automobiles at this year's show.

The Boston Globe has a sponsorship agreement with the Paragon Group of Wellesley, an event-staging company producing the show in conjunction with its main promoter, the Massachusetts State Automobile Dealers Association.

So what should you make a point of seeing as you wander the cement prairie? Look to see who's offering hybrid electric-gasoline vehicles and in what form. Look for the best world-class sports car (even if it's just to fantasize about owning one). Consider which snazzy performance car is (barely) within your budget. Look for a lot of new coupes. Check out who's offering all-wheel-drive even in sedans - a feature well-suited for New England winters. Look for what I consider a great shift toward fit and finish in American automobiles. See who has the most airbags, front to rear, and who offers stability control as standard fare.

When it comes to specific models, here are 11 cars you may want to check out:

SAAB 9-3 TURBO-X: I drove this new all-wheel-drive system in Sweden this year. Because of its forgiving and efficient electronic control systems, I couldn't make it slide any farther than sideways, even on gravel or simulated ice. Late to the gate with AWD, but welcome back, Saab.

FORD FOCUS: Ford disappointed me with the limpness that followed the launch of the original Focus. I thought it was a world-class car in its segment, and while it sagged here, it prospered abroad. Now the Focus is making another run at the market. More than ever, to compete in today's global market for cars, American automakers must build quality models at affordable prices to compete.

AUDI R8: This one is for people with fat wallets or trust funds, or those who just like to think big. For $110,000 to more than $130,000 you can own this marvel. This is a world-class high performance car dropped on the market like a comet fallen to earth. Attention Porsche, Ferrari, Lamborghini, Corvette: you have company.

GMC ACADIA AND YUKON HYBRIDS: As a proponent of hybrid technology, I believe that replacing our SUVs with hybrids - and saving even as little as four miles per gallon - would have a greater effect on emissions than subbing Honda hybrids for Civics, or the Toyota Prius for the Corolla. If you are bound to drive big, at least consider buying a big hybrid.

HONDA ACCORD COUPE: This car is graceful from the outside, subtly elegant on the inside, and the perfect car for anyone seeking a touch of sportiness without going wild.

INFINITI G37S: This one does go wild. It's the sportiest, most elegant, and affordable coupe of the year, and one of my favorites. Look at it from all angles. Sit in it and pretend you are a jet fighter pilot. You'll get the picture.

CHEVROLET MALIBU: With the new Malibu, General Motors is out to show the world it can build tightly-fitted, sharply-shaped cars with compelling interiors. It works best in the Corvette-inspired, twin-wrap cockpit of the top Malibu model.

MAZDA MX-5 MIATA: Look for the hard-top drop-top and imagine yourself back in time, when little roadsters driven by sports car enthusiasts cruised twisting roads. Mazda brought this segment back about 20 years ago, and now it's here again in great form and with modern electronics.

MINI COOPER CLUBMAN: Mini Me meets Supersize Me. In oxymoronic fashion, the Mini gets bigger - and it's likely to be a big seller, too. This is a virtual go-cart of an automobile, but you can also claim you're driving a family car.

TOYOTA COROLLA: The latest Corolla, a Toyota fixture, gets spicier on the outside, more refined on the inside, and is among the most sensible cars to consider. It will be at the auto show as a 2009 model.

VOLVO XC30: This is a truly great hatchback, and it's my favorite "youth" car to hit the market this year. It is modern Volvo up front, distinctly un-Volvo from the sides, and retro-Volvo with its shaped glass rear hatch.

L.A. museum's exhibition looks at cars' beauty and significance

Lowriders are riding high. For instance, the Petersen Automotive Museum in Los Angeles recently opened an exhibition titled "La Vida Lowrider: Cruising the City of Angels." It includes 21 cars, several bicycles, pedal cars, scale models, photographs and other images from the lowrider culture of Los Angeles.

This is not the museum's first exploration of the subject. In 2000, it held a show called "Arte y Estilo: The Lowriding Tradition."

"We always thought about revisiting the subject," said Denise M. Sandoval, the guest curator for both shows and an assistant professor of Latino studies at Cal State Northridge. "We wanted to tell a cohesive story. This show is a way to teach kids the early history of L.A.," or at least the mid-20th century part of it.

The new show, which runs through June 8, emphasizes the social side of lowriding in Los Angeles. Things have changed in the city since Petersen's last lowrider show. The city has a mayor with Hispanic roots, for one thing. Also, the image of lowriding is no longer that of outlaws, and Sandoval's emphasis is on ethnic, neighborhood and family pride. She said car clubs provide a cause for community spirit, an avenue for family bonding and an alternative to criminal gangs.

Almost forgotten is the rebellion in which lowriding was born. Lowering cars as close to the pavement as possible was a symbol of defiance, as irritating to authorities as drag-racing souped up Model A's or installing very loud sound systems in Honda Civics.

Most lowriders were teenage toys, swaggering, snarling, sulking symbols of youth.

But with age, American culture absorbs the rebel; he does well at the box office. If Bob Dylan can help to promote Cadillac in commercials, it's no surprise that lowriders can feel at home in a museum.

"These cars are in some cases family heirlooms," Sandoval said. "They are sometimes passed down for three generations." Sometimes cars have been rebuilt several times by families or clubs.

Lowering the bodies of old, cheap cars by cutting their springs began in the late 1940s, but that was only part of how the customizers, who were usually Mexican American, changed the cars. They also painted the bodies candy-bright colors, adding chrome and creating elaborate new interiors. The late Julio Ruelas, a founder of the Dukes Car Club, once said that the colors of the cars harked back to the bright colors of feathers in an Aztec headdress.

The Ruelas brothers, Julio, Fernando and Ernie, arrived from Tijuana with their mother in the mid-1950s. In 1962, they formed their own car club, the Dukes, as an alternative to the neighborhood gang, and have presided as venerated elder statesmen of the lowriding world.

Riding low and slow was a style in contrast to driving fast in highboy Fords, the essence of the hot rod culture that was the center of the automotive world in Southern California in the 1940s and '50s.

There are many local variations of lowriding. Espanola, N.M., is renowned for its lowriders, many recorded in pictures taken from behind the wheel by photographer Alex Harris.

Sandoval emphasizes the upbeat side of the culture. For her, even the pinup-style women draped across lowrider hoods, often in bathing suits of a color to match the car's paint, are simply reflections of a wider culture. "Lowrider culture is a very male cultural space," she said. "The bodies of cars are presented like the bodies of women."

The first lowriders were rounded models from the 1930s and '40s. Chevrolets were favorites of lowriders for their low cost, and for a time cars of the 1950s and '60s were used. Later cars called Euros were import models, and despite the name, included Hondas and Toyotas.

The state of today's lowrider art is suggested by the stars of the current show. One of them, the Beauty Mark, is a candy-violet 1979 Lincoln Continental Mark V with pinstriping. The car was on the cover of the June issue of Lowrider magazine (lowridermagazine.com). Sandoval dated the critical innovation of using hydraulics to raise and lower cars to 1958. In that year, according to an essay she wrote for the show's brochure, Ron Aguirre of Los Angeles installed a hydraulic system in a 1957 Chevrolet Corvette. "The setup allowed his car to be lowered or raised with a flip of a switch," she wrote.

Hydraulics were borrowed from old fighter airplanes. Today's lowrider shows include hydraulic contests. Sometimes the equipment that makes the cars leap and dance is pushed beyond its limits and a hose bursts, spraying hot black oil.

The Petersen show emphasizes decoration over engineering. There are golden oldie cars, notably Gypsy Rose, a 1964 Chevrolet Impala painted with 150 roses by Jesse Valadez. The car appeared in the 1970s television series "Chico and the Man."

Another virtuoso job of painting is found on a truck. Ry Cooder, the rock and blues guitarist, dreamed up the idea of using a 1953 Chevy ice cream truck to promote his album, "Chavez Ravine," released in 2005. He hired an artist, Vincent Valdez, to decorate it with the story of the destruction of the Mexican American community in Chavez Ravine, near downtown Los Angeles. Bulldozed for a promised public housing development, the area was instead offered as a stadium site for the Los Angeles Dodgers when they moved from Brooklyn. Dodger Stadium opened there in 1962.

Although lowriding was grounded in defiant self-expression among Mexican Americans, Sandoval wrote that there was also a strong African American element, with neighborhoods forming lowriding clubs.

Lowriding was a crime: California traffic laws forbade vehicles that were set too close to the pavement. Eventually, police cracked down. To authorities, lowriders were punks and delinquents. Lowering a car was the automotive equivalent of a zoot suit, with its oversized shoulders and legs, and cuffs that scraped the sidewalk. Like zoot suits, lowriders were a mark of defiance and provocation. (Zoot suits lent their name to Los Angeles' ethnic riots in 1943, when off-duty servicemen rampaged, attacking Mexican Americans.)

Lowriding and zoot suits have their equivalent today in the saggy trousers worn by some young men, exposing their underwear. Some communities have moved to make the fashion illegal.

In America, rebellion and ethnic defiance often end up in mainstream culture. Lowrider magazine was founded in 1977, and soon there were huge lowrider shows at the convention center in Los Angeles. Today, the magazine sponsors a national tour of shows. Lowriding has become widely enough known to have appeared in the cult film "Napoleon Dynamite" in 2004.

"In Japan they are mad-crazy for lowriding," Sandoval said. Mr. Cartoon, an automotive muralist and tattoo artist whose work is displayed in the Petersen show, has been hired to do promotion for Toyota and Nike. He also helped supply the graffiti for the video game Grand Theft Auto: San Andreas.

AUTOMOBILES ETHANOL-BLEND FUEL

New cars may need to be E20-compatible

Car manufacturers could be required to upgrade engine capabilities for new cars to meet E20 gasohol standards, according to Energy Minister Piyasvasti Amranand. He said the ministry would hold talks with the Industry Ministry about the possibility of requiring auto assemblers to certify new cars for E20 consumption.


The government plans to roll out E20 gasohol, a mix of 20% ethanol and 80% petrol, in January. Local petrol stations currently sell E10 gasohol, a blend of 10% ethanol.


Mr Piyasvasti said the Department of Energy Business was in the process of drafting quality specifications for E20 gasohol for oil traders and auto assemblers.


The State Oil Fund was also considering the appropriate tariff charges for the new fuel. The oil fund currently collects tariffs of four baht per litre for premium petrol, 3.30 baht for regular petrol and 0.90 baht for diesel.


In contrast, a tariff of just 0.22 to 0.30 baht per litre is collected on gasohol, resulting in a significant price savings for motorists at the pump.


The two state-owned energy firms _ PTT Plc and Bangchak Petroleum _ are already preparing for the introduction of E20 commercial sales next year. Bangchak plans to soon launch market tests for the new fuel at four to five pump stations in Bangkok.


Automakers, meanwhile, have a separate incentive to make ethanol-friendly cars. Starting Jan 1, excise tariffs for E20-compliant vehicles will be cut by five percentage points for all engines.


Over the past two weeks, both Ford and Honda have announced plans to reduce retail prices for their E20 Focus and E20 Accord models, respectively.


Authorities hope that the launch of E20 will not only reduce the country's import bill for oil, but also give a boost to ethanol producers who are already suffering from oversupply.


Ethanol production capacity is projected to reach two million litres per day next year, compared with current demand of just 500,000 litres. Mr Piyasvasti said policymakers had taken years to promote the advantages _ and safety _ of gasohol over premium petrol.


E10 gasohol sales are projected to rise to eight million litres per day by the end of 2008 from five million now, he said. Total petrol consumption now stands at 20 million litres per day.


Vallop Tiasiri, the president of the Thailand Automotive Institute, said he would hold talks with local auto manufacturers about upgrading their engine lines to use E20.


''Frankly, considering global oil prices, car manufacturers are all being pressed to develop their engine technologies to use alternative fuels,'' he said.


Mr Vallop said he believed auto producers were ready to introduce new engines to meet the new gasohol standard, but that assurances were needed from oil traders that supplies would be available in the market.

Self-serving bid to rid roads of older cars

I have to question the accuracy of some of the statistics quoted in this article concerning emissions from older cars.

While it is claimed that the emissions of new cars are 98 per cent lower than those of 15-year-old cars, I would suggest that may have been true 10 years ago, but is no longer true today.

Due to a quirk in Ontario's Drive Clean rules, I had to have an almost-new car tested with only 4,000 kilometres on the odometer. Not surprisingly, the readings were close to zero. But were the readings 98 per cent lower than those from our two 11-year-old cars?

No, and in fact, the old cars had equal or better readings, and some readings were zero.

The significant improvement in emissions occurred when fuel injection replaced carburetors, which was more like 25 years ago.

There aren't many cars that old left on the roads.

While driving an old car on a daily basis, for 20,000 kilometres per year, would cause a lot of environmental damage, the reality is most cars that old are low-mileage, well-preserved examples that are driven relatively little.

The auto industry has done a great deal to reduce emissions, but trying to label the large number of middle-aged cars as "old smokers" sounds like a self-serving deflection tactic.

Vintage cars embark on tribute to veterans

A CAVALCADE of vintage cars set off along the Great Ocean Road yesterday to commemorate the 75th anniversary of one of the country's most popular tourist attractions.

Considered the world's largest war memorial, the winding road was carved from the Otway cliff-face by almost 3000 returned servicemen from the first Australian Imperial Forces.

The road that stretches from Torquay to Allansford took more than 13 years to complete and was opened in 1932.

Before then, towns such as Anglesea and Lorne were only accessible by sea or pack track through the Otway Ranges, but the 250-kilometre road is now used by almost 5 million motorists annually.

Originally a tollway, the road was handed over to the State Government in 1936 by the Great Ocean Road Trust.

The convoy of 40 pre-1933 cars departed from Docklands and will re-enact the route taken on November 26, 1932, from Geelong to Lorne's Grand Pacific Hotel, where they will be met by Victorian Governor David de Kretser.

Minister for Roads and Ports Tim Pallas said the four-day tour that finishes in Portland would pay tribute to the returned servicemen who built it. "It is considered internationally as one of the world's most beautiful roads, with panoramic views of Victoria's famous coastline and gateway to some of the state's most popular spots," Mr Pallas said.

He said local councils and communities had events planned along the route to welcome the cavalcade and celebrate Victoria's most spectacular tourist attractions.

Victorian Coastal Council president and Surf Coast councillor Libby Mears said the road was one of Australia's most popular sites.

Buy a car… and feel free to go on an exotic jaunt

And realising the potential of this phenomenon, car makers such as Honda, Toyota, and General Motors have started offering their select customers extravagant incentives that would be the talk of their elite social circle.

The incentives could range from jaunts to exotic overseas locations to short excursions in exciting domestic destinations.

For instance, Honda Siel Cars India, which usually does not discount its products to retain the brand’s premium image, as a part of its 10th anniversary celebration, created excitement around its campaign ‘Ten in Tokyo’. This included an all-paid trip to Japan for 10 customers.

“We wanted to celebrate with our customers our presence in India for 10 years. In terms of sales, it helped us communicate better with our customers,” said Mr Jnaneshwar Sen, Senior General Manager, Marketing, Honda Siel Cars India.

The campaign continued from end September to mid November. And, the company saw an almost 8-10 per cent increase in its retail sales last month as compared to the same period the previous year, Mr Sen said.

All-paid trip


Similarly, Toyota Kirloskar Motor, whose premium brands Corolla, Camry and Innova are popular with the elite, launched its ‘Touch Toyota Feel Japan’ campaign in September and plans to continue it till December. “We are taking select customers with their families to an all-paid expenses trip to Japan. This helps us in increasing awareness about our brands, thus leading to better sales,” said Mr K.K. Swamy, Deputy Managing Director, Toyota Kirloskar.

The strategy is being picked up for other segments of cars as well. General Motors last month took around 100 of its customers, who test-drove their cars or purchased them in a selected period, for a two-nights three-days sojourn to Goa.

More than freebies


According to industry watchers, unlike direct strategies like discounts and freebies to lure customers, car makers view travel incentives for customers to be a more fertile platform. They feel that it not only increases awareness about their products and helps them understand their customers better, but also is a tacit way to generate better sales through customer references.

“In today’s world of democratisation of quality, what differentiates one manufacturer from the other is his service offerings. With such incentives, we are able to nurture our customers and build a long term relationship with them, leading to a rise in brand stock,” said Ms Anisha Motwani, Director, Marketing, General Motors.

Chinese Car Plant to Be Built in Mexico

MEXICO CITY (AP) — Construction began Friday on an auto assembly plant in central Mexico that will create thousands of jobs and be the country's first to produce Chinese cars.

Mexican President Felipe Calderon led groundbreaking ceremonies for the factory, which will be financed by an arm of Mexican conglomerate Grupo Salinas and China's state-owned FAW Group Corp., one of the nation's largest automakers.

"Most of the world's investments used to go to China, and today China has come to invest in our country because it recognizes an enormous opportunity in Mexico thanks to its domestic market" and proximity to the U.S. and Latin America, Calderon said.

Due to open by 2010 in Michoacan state, the plant is expected to churn out 100,000 cars a year for sale in Mexico and Central America, according to a statement from Grupo Elektra, Grupo Salinas's electronic goods and consumer financing unit.

Grupo Elektra and FAW are investing $150 million to construct the factory, which is expected to employ some 4,000 people and bring up to 20,000 additional jobs to the local economy, Javier Sarro Cortina, head of Grupo Salinas Motors, said Friday.

FAW-line cars will start selling in Mexico early next year for as much as 10 percent less than the current market average, Grupo Elektra said.

The cars will retail for as low as $6,280, Grupo Salinas chairman Ricardo Salinas Pliego said at the groundbreaking.

Chevrolet's smallest Chevy sedan, one of Mexico's most affordable cars, sells for about $7,100.

China orders curbs on gov't departments' car use

BEIJING, Nov. 24 (Xinhua) -- China's State Council, or cabinet, has ordered all central government bodies to use "economic, energy-saving, environmentally friendly and domestically manufactured" automobiles and ban the private use of official cars.

"All units should tighten the regulation of cars and cut down the size of the fleet to a controlled scale. The number of automobiles should not be increased unless a new department is formed," said a circular issued earlier this week by the Government Office Administration of the State Council.

It said excess cars, or those violating pollution standards, should be removed from service by year-end.

The circular asked all officials to "strictly abide by" regulations on car use and be first movers in the use of domestic, low-emission, economic and manual-transmission cars.

"Except for special needs, all units, in principle, should not use off-road vehicles," it said.

The circular said departments could not purchase cars on their own without central government approval.

High-emission, heavy-pollution cars should be replaced before June 2008, the circular ordered.

Government departments were also told to use cars less often and more efficiently, use more public transport outside of Beijing, and avoid using official vehicles during festivals or large national events.

Official vehicles were not to be used in private business or leased for commercial purposes, the circular warned.

It also said that using seniority to gain the use of government cars owned by lower-level departments, or accepting vehicle donations from private enterprises, were both strictly banned.

The circular asked all departments to standardize driving rules to conserve gasoline, with a goal of cutting usage about 20 percent by the end of next year.

The tightening of the car regulations has stirred heated debate online.

A post at xinhuanet.com said the regulation should be "deepened into the grassroots level" and curtail the number of cars used at the local government level, where there was "rampant" use of official vehicles for private purposes.

"Detailed rules should ... specify the price range of official cars to reduce the overall cost and encourage the use of low-emission cars," another post says.

Most domestic-brand, low-emission cars are at the lower end of the price spectrum in China, the post said, adding that price restrictions could further curb "the harmful trend of more luxurious official saloon cars".

Besides energy and environmental concerns, the tightening of government car use is part of a national drive to ease traffic congestion in major cities such as Beijing and Shanghai.

In the country's first nationwide urban public transport week, called "No Car Day", in September, many government officials in a large number of cities chose to take buses to show their determination to develop public transportation and ease worsening traffic jams.

Ontario transport minister would like no-emission electric cars on roads

TORONTO - A Canadian manufacturer of electric cars has new hopes of getting them approved for use in Ontario after new provincial Transportation Minister Jim Bradley said he'd like to see the environmentally friendly vehicles on the streets "as soon as possible."

ZENN Motor Company of Toronto manufactures small, low-speed electric cars which have no greenhouse gas emissions, but has found it difficult to get the vehicles approved for use across the country, despite the seal of approval from Transport Canada.

Bradley said Friday that he wants to meet with ZENN's executives and have Ministry of Transportation staff work with the company to address any outstanding safety issues to meet provincial regulations.

"Our government is certainly excited about the possibility of using low-speed cars with low emissions and a smaller environmental footprint," Bradley said in an interview.

"We certainly would like to see that happen as soon as possible, and I've asked MTO to work with ZENN and similar manufacturers to work through the safety issues. I'm optimistic we can work through them."

ZENN stands for "zero emissions, no noise," which perfectly describes the nearly silent urban cars, which can go up to 40 kilometres per hour. The company boasts the vehicles eliminate up to six tonnes of carbon dioxide emissions for every gas-fuelled car they replace.

"That goes an incredibly long way to meeting our Kyoto protocols and cleaning up our cities," ZENN Motor CEO Ian Clifford said in an interview.

"People are opening their eyes and realizing there's a Canadian product, (and with) that as a consumer, you can make a huge difference."

Ontario won't wait until the end of a pilot project with electric vehicles in provincial parks before exploring options such as ZENN cars, Bradley said.

Clifford called that "terrific news," noting that provincial bureaucrats had been saying nothing would happen on electric cars until the pilot project wrapped up in 2011.

"That was incredibly reassuring," Clifford said in an interview. "It's a breath of fresh air. It's great (and) it really, really gives us a lot of hope."

ZENN cars have received the National Safety Mark from Transport Canada, approving them for use in the country, but so far British Columbia is the only Canadian jurisdiction to make them street legal. Forty-five of the 50 United States have already approved their use.

"The number of states that we can sell in legally is the thing that's been driving me crazy in the last 18 months as we've been trying to sell in Canada," said Clifford.

"We have thousands and thousands of people across Canada writing and e-mailing us, inquiring after the product."

ZENN has shipped about 250 cars to the United States in the past year, a small number by automotive standards, Clifford admits, but "very significant" for a new company selling an electric car.

Bradley's office contacted ZENN Motor Company Friday afternoon to find a time for the minister to meet with company executives, and Clifford said he was ready to bring a ZENN car to the Ontario legislature for the minister to try out.

"What we're finding is once the politicians understand what it is and what the viability is and the environmental imperative is, they totally get it."

Women buy the majority of new cars, and they go about it differently from men

Women have purchasing power. They buy about 65 percent of all new cars and at least one-half of all used cars, according to data from Road & Travel Magazine. Women also influence 80 to 90 percent of all big-ticket purchases, says Kathryn Hutson, client services consultant with Maddox Smye in Naples, Fla. "Yet there's some research we've seen that says 75 percent of women take a man with them when they buy a car, just because they want to level the playing field," says Hutson.

Hutson knows all about women's automotive purchasing habits. Her company specializes in helping marketers sell their products to women. Hutson works with client AskPatty.com, Inc., an advice site that steers women to dealerships and repair shops that have completed Maddox Smye customized training on how to relate to and sell more effectively to women customers. The company has identified more than 60 buying behaviors unique to women that apply whether they're buying nightgowns or automobiles.

It's hard to say why women lose some of their confidence when it comes to car purchases. Hutson says one reason may be the traditional methods used by those who sell automobiles. "For years, auto salespeople have been taught that if a customer walks out, the salesperson has lost the sale," says Hutson. But what she helps salespeople understand is that if they pressure a woman, she's automatically more likely to walk out the door than is a male shopper. "When a man shops for a car, he's probably looking at numbers, so when the salesperson comes up with a number, the man will buy. But a woman shops based on relationships," says Hutson. The female customer wants to build trust with the person on the other side of the transaction.

Hutson says men prioritize, while women multitask. A man may make heading to a dealership the centerpiece of his day, while a woman's visit may just be part of a laundry list of errands she will accomplish that day. So women want to build a relationship, but they don't want to waste their time. What's more, Hutson says female consumers tend to do their homework before heading to a dealership. And she says more women than men research cars on dealers' Web sites before visiting their lots.

Women also network with friends, family and work colleagues, asking for referrals to auto dealers and other businesses that are "female friendly."

Hutson says the sales professionals she trains want to do a better job of selling to women; often it's just a matter of realizing that they need to shift strategies. For instance, some women complain that a male salesperson will talk to her husband or other male companion when it's clear she's purchasing the car. Hutson recommends that women be assertive. Let the salesperson know "I'm buying the car; I brought my boyfriend along with me, but you might want to talk to me about that."

The experts say that women should likewise use their best preparation skills when learning about a vehicle's financing, which is a major cost consideration, says Lynne Strang, vice president of communications for the American Financial Services Association in Washington, D.C. It's essential, for example, to know your credit score, and to have compared annual percentage rates and financing costs from several possible sources, including banks, finance companies and credit unions. Strang suggests visiting her association's Web site ( www.autofinancing101.com) to review basics. And women shouldn't be afraid to negotiate terms when financing a car, either. "Consumers shopping for a new or used vehicle should know that the financing is negotiable, just like any other part of the transaction," says Strang. She advises asking questions - and make sure they're fully answered - when you don't understand any aspect of the transaction.

Hutson says that auto dealerships and their salespeople realize how competitive the market is for women's business. She gave the example of a salesperson she worked with who said he first works to undo any misconceptions a woman may have about car salespeople, then builds the relationship from there. If your salesperson is not as attuned to your needs and you don't feel that trust building, Hutson says be graciously assertive and let him or her know. "We can help them understand what we need not by getting angry and by walking out but by letting our needs and desires be known," she says.

If the honest and open approach isn't working, then it's probably best to move on to another dealer. This is where your networking skills come in handy. Hutson has purchased four vehicles from the same local dealership; not only the salesman, but the manager know her by name and she sends her friends their way. "Find somebody who will take the time. Trust comes first," she says.

Two drivers bow out of Classic Safari Rally

Lack of funds has knocked Bob Kaugi out of the Kenya Airways East African Safari Classic Rally starting in Mombasa today.

Kaugi, who was among the local drivers when it was introduced in 2003, said he had no financial backing.

"I am sad to miss the rally after two great attempts in 2003 and 2005. I had done all the work on the Toyota KE30, but lack of funds forced me out,’’ said Kaugi.

Grant Stevenson, who was to drive car number 38, also withdrew for the same reason. Grant had got his Mercedes Benz ready for the rally, but could not go further due to the big budget needed to cover the 4500km rally covering 10 days through Kenya and Tanzania.

The entry was trimmed to 57 cars. The main rally will start at 6am headed for the spectator stage at the East African Portland Cement Quarry near Athi River.

Cars will start arriving 10am and buggies will entertain spectators while waiting for the rally cars to arrive from Mombasa.

Ian Duncan, Kenya’s number one driver, was among the leaders to pass the scrutineering at the Whitesands Hotel. His Ford Mustang is one of the most attractive cars.

Others who had gone through by the time of going to Press included Sweden’s Bjorn Waldegaard and Stiq Blomqvist, local drivers Aslam Khan, Marzio Kravos and Jayant Shah.

This year’s plan will include four days of competition on each side of prolonged rest halts. The first break will be at the Amboseli Lodge by the slopes of Mount Kilimanjaro followed by another in Arusha before cars head for the finish on the sandy beaches north of Mombasa via Tanga.

N.S. Tories plan photo radar, cell-phone ban in cars

HALIFAX — The introduction of photo radar and a ban on cellphone use in cars have been included in a wide-ranging bill on street safety introduced by Nova Scotia's Progressive Conservative government.

Under the legislation, the government says it will implement an 18-month pilot program that will enable police to use photo radar under certain conditions – including in speed zones of 70 kilometres per hour or less.

The proposed law allows the use of cameras to catch drivers who run red lights at intersections.

To cut down on driver distractions, the government says it also wants to make it an offence to use handheld cell phones while driving.

The bill will also prohibit people from stopping or approaching a vehicle to offer a service or to solicit without a permit.

Fines will also be doubled for motorists who fail to yield to pedestrians in crosswalks including $500 for a first offence, $1,000 for a second and $2,000 for a third.

Other amendments include:

• Increasing penalties for street racing.

• Clarifying the responsibilities of pedestrians and drivers to improve crosswalk safety.

• Prohibiting people from stopping or attempting to stop a vehicle to offer, sell or provide any service unless they have a permit.

The government says the proposed amendments to the province's Motor Vehicle Act will make crosswalks safer and help protect citizens from street racers.

“These new laws will reduce road injuries and deaths, and stop much unnecessary suffering by the families and friends whose loved ones become victims of road crashes,” said Transport Minister Murray Scott.

A blown head gasket can be a costly repair any way you look at it, but there are some ways to make sure you get the most value out of your repair. The first thing to do is to make sure the diagnosis is correct. If it is beginning to fail, the signs will be moderate, and will typically be a slight overheating, or a small amount of white smoke coming from the exhaust. If the gasket is completely gone, it will be obvious due to the rough idle, or it wont run at all. If it does run, there will be a large amount of white smoke coming from the exhaust. If the head gasket blows while driving, the biggest thing to watch out for is the temperature. Higher temps can quickly damage an engine by causing warping of the heads or the block, or even cracking. The sooner the engine is stopped after realizing the head gasket is blown, the better the chances of rebuilding the top end without major consequences.

The person or shop that performs the rebuild should know to check for warping of the block surface, the head surface, and to check for cracks in the head. These checks may cost a little more, but the consequences can be much more costly in the end if they are not checked. If the block is slightly warped, do ahead and have it flattened; if the head needs to be repaired, it can be decked to get the surface straight again. If the head is cracked, it will probably need to be replaced, but some have had success welding and repairing them. It depends on the location of the crack.

Once the parts are cleaned and/or repaired, its time to have it assembled. Most shops will know to torque the heads down to specs, and to use all new studs on the head. This helps make sure that the head is fastened on securely. Using the old studs can create a situation where the head is not properly torqued because the studs will stretch when they are torques. Old stud have already been stretched, so the torque value will be different than a new stud. You can see the difference in the treads if you hold the two studs up together.

These are a few things to look out for when having a head gasket repaired. You can look to spend between 1200 and 2000 depending on how much work needs to be done. Don't make the mistake in paying a discounted price for less experienced work. The results will cost you.

The Origin of the Jeep

Jeep Conceived in England born in America?

The iconic Jeep is a truly famous American military vehicle noted for its rough power and rugged durability. What many people don't realise is that the Jeep has its roots much further afield than America. It was in fact across the Atlantic Ocean in the green fields of England where the Jeep story began.

Contrary to what many believe the Jeep was not in fact developed by Willys, an American car manufacturer, but by the American Bantam company. This began life as the US subsidiary of the British Austin car company.

The Austin car company set up its new US subsidiary the American Austin car company, later to become the American Bantam company, as a means of manufacturing and distributing its Austin Seven model.

Unfortunately for Austin the small Austin Seven was not well suited to the US market and sales were poor. So the Austin Company decided to withdraw from the US market. The Chairman of the American Austin Company had spotted the potential for the Austin's technology in America and bought the company out renaming it the American Bantam company. The new company made adjustments to the Austin Seven to make it more suited to the American market, these adjustments included an increase to the size of the car and also an increase in the size of the fuel tank which made the car far more suitable for certain parts of the US where towns are further apart.

Bantam Build on the Success of the adapted Austin

Sales from the adapted Austin seven were now steady and provided the American Bantam company with important funds for research and development. Spotting an opportunity within the American military for a light weight military vehicle the American Bantam company approached the US National Guard and gave them several cars to use as scouting vehicles. Although it took some time, the US military eventually spotted the potential for a rugged light weight military vehicle and entered talks with Bantam.

The Jeep was born

It was from these talks between Bantam and the US Military that the very first Jeep prototype was born. Although impressed with the new vehicle the US military was concerned with Bantam's ability to produce the new vehicle in large enough quantities to satisfy the militaries needs. It was because of these concerns the military decided to hold trails for the manufacture of the Jeep.

The Jeep Trails

The requirements for the Jeep trails were clearly set out to the competing manufacturers. These were:

• Create a Prototype to meet the militaries exacting specifications within 49 days.

• If the Prototype was judged suitable by an inspection team of military officers and engineers then 70 more vehicles had to be built in 75 days a truly tough task for even the larger manufacturers.

The gruelling nature of the trials and the exacting technical specifications lay down by the US military put the majority of manufacturers off participating but three manufacturers decided to compete in the trails these were Willys, Bantam and Ford who joined the trail late.

The first round of the Jeep trials was clearly won by Bantam. They produced a prototype which came closest to matching the militaries requirements, although a little over the specified weight the Bantam prototype stood up very well to all the tests the military performed on it.

With the Bantam car meeting all the requirements the military commissioned Bantam to produce a further 70 vehicles in 75 days.

The Great Jeep Injustice

Although Bantam was the only company to pass the original element of the trail, the military was concerned about the capacity of Bantam to produce enough vehicles so it controversially gave the design, created by Bantam, to Ford and Willys who produced their own prototypes borrowing heavily from the original Bantam design.

The US government then decided to split its order for the new vehicles between Bantam ,Willys and Ford even though the Willys and Ford designs had essentially been taken from Bantam.

During 1941 the US Government made the decision that the Jeep should be standardised and so awarded the contract to Willys as it's design had the lowest production costs. The original designers of the Jeep, the American Bantam company who had used the Austin technology from the UK, had now been completely cut out of production of the Jeep.

Chinese cars coming to Mexico

MEXICO CITY

Mexican retailer and banking chain Grupo Elektra said Thursday it plans to begin selling Chinese-made cars in Mexico early next year.

The company said in a statement that it was forming an alliance with one of China's biggest car manufacturers, the state-owned FAW Group Corp.

In addition to selling Chinese-made cars in Mexico and Central America, the agreement calls for producing cars at a $150 million plant to be built in the western Mexican state of Michoacan by 2010. The plant is expected to churn out 100,000 cars each year.

Elektra said the cars will be priced up to 10 percent less than the average for major competitors, "allowing the car market to incorporate a large segment of the population who, at this moment, aren't clients of the industry."

The low-cost retailer plans to use its Banco Azteca to provide financing. Grupo Electra has more than 1,700 stores in Mexico, Guatemala, Honduras, Peru, Panama, El Salvador and Argentina.

FAW group is based in Changchun in China's northeast and has joint ventures with Volkswagen AG and Toyota Motor Corp.

Volvo Recalls 56,000 Cars

STOCKHOLM, Sweden (AP) — Automobile maker Volvo Cars said Thursday it was recalling a total of 56,000 vehicles because of two separate problems.

Volvo Cars spokeswoman Maria Bohlin said 38,000 diesel cars of the S60, V 70 XC 70 and XC 90 models made in 2006 were being called back in Europe due to a material fault that could cause the motor catching fire. The second callback, involving 18,000 of the company's latest V 70 and XC 70 models, relates to an air bag problem in the side of the car.

It was not immediately clear how many British fire incidents there had been.

Bohlin said the fuel injector plants or bolts, located on top of the motor cylinder, were faulty, potentially causing diesel to leak out into the motor.

Injector plants or bolts would be replaced free-of-charge in a procedure that would take about two hours, she said.

With the air bags "there's a risk they don't launch fast enough," Bohlin said.

The cars have mainly been sold in Sweden, Britain and in the U.S.

Bohlin declined to say how much the recalls and maintenance work would cost the company.

Volvo Cars has been owned by Ford Motor Co. since 1999, when it was acquired for $6.45 billion (4.4 billion euros).

Japanese cars dominate reliability survey

LONDON (Reuters) - Japanese cars swept the board in a survey of the most reliable used cars on Friday, taking nine out of the top 10 places.

The Toyota Corolla from 2000 to 2002, built in Derbyshire, topped the table compiled by What Car? magazine and insurer Warranty Direct.

Confirming the Japanese reputation for reliability, researchers found just three faults per 100 Corollas, compared to five per 100 for the second-placed Honda CR-V.

"The data proves that expensive doesn't necessarily mean reliable," said Warranty Direct's Managing Director Duncan McClure Fisher.

In joint third place were the Honda HR-V (1999-2005) and the Toyota Celica (2000-2006), both with six faults per 100.

Honda's sporty S2000 model ranked fifth, while the only non-Japanese car in the top 10 was the BMW 3 Series Compact (1994-2001) in joint sixth.

At the other end of the table, Alfa Romeo's GTV (1996-2003) was named as the most unreliable car, with 97 faults per 100.

The study analysed data from 35,000 cars, 26 manufacturers and 133 different models.

UPDATE 1-EU says Korea could scupper trade talks over cars

BRUSSELS, Nov 23 (Reuters) - The European Union's top negotiator in free trade talks with South Korea said Korea was proposing measures that would hurt European car exporters, possibly undermining the chances of a deal.

"I think it is very clear that without substantial improvement in market-access conditions on non-tariff measures it would not be possible to conclude this free trade negotiation," Ignacio Garcia Bercero told reporters on Friday.

The EU says Korea's technical requirements hamper its car exporters and it wants Seoul to accept international standards as equivalent to domestic ones, something the Asian country does now for about half its standards.

"However, Korea has announced its intention is to move away from equivalence so in future equivalence would only be possible in certain limited quantities, quotas if you want, and this would of course imply worse market access conditions to those which prevail today," said Garcia Bercero.

He said he was neither optimistic nor pessimistic about the chances of a deal although the two sides remained "very far apart" on automobiles and other core issues in the talks.

The negotiations were launched in May as part of the EU's plan to open up new markets in Asia's fast-growing economies.

They cover a range of issues from trade in goods and services to investment rules and government procurement.

EU-Korea trade reached 60 billion euros ($89 billion) in 2006, according to European Commission figures.

Korea's top negotiator in the talks said late on Thursday there had been no narrowing of positions over automobiles but he would consult with officials in Seoul to see if more concessions by Korea on the issue of standards were possible.

"We very much hope this will be the case otherwise this crucial issue will be in a real situation of crisis," Garcia Bercero said, rejecting Korea's "totally excessive" calls for Europe to remove its import tariffs on cars in three years.

A fifth round of talks in Brussels were due to end on Friday and a next round could take place in January, officials said.

Other stumbling blocks include the EU's requirements for local content in goods covered by the trade deal which Korea has complained are too high for its industry.

Garcia Bercero said the EU would see if the rules of origin could be relaxed, if Korea did likewise on its side.

He also said Korea had taken an important step on another core area of the talks -- reducing import tariffs -- although those negotiations remained difficult while progress on services and investment had been made.

Eurotunnel sees 2008 truck volumes up 3 pct, cars up 1 pct - SG

PARIS (Thomson Financial) - Groupe Eurotunnel SA told a Societe Generale conference that it expects truck volumes on its shuttle trains to grow 3 pct next year and the number of cars to rise 1 pct but with 2 pct fewer coaches, the broker said in a note to clients.

The figures are in line with the broker's estimates as regards lorries, but below forecasts for cars, which SG projects to increase 4.5 pct, and for coaches, which SG sees up 3 pct, the French banks' analysts said.

They are still waiting to hear what tariff increases Eurotunnel (other-otc: ETNLY.PK - news - people ) plans next year, they said, adding that SG foresees a 2.5 pct overall rise.

Guillaume Pepy, Eurostar chief executive, told the conference that the cross-Channel train operator expects 10 pct growth in passenger numbers next year on the London-Paris route, according to the note.

The forecast is 'well above' SG's estimate of 5.2 pct expansion, the analysts said.

SG has a 'buy' rating and 16.0 eur price target on Eurotunnel.

No-one at Eurotunnel could immediately confirm the projections.

4 NGV cars head for Thailand to explore "green highways"

KUALA LUMPUR, Nov. 23 (Xinhua) -- Four natural gas vehicles (NGV) bi-fuel cars left a service station near here on Friday for Bangkok, capital of Thailand, starting their journey to explore the southern route of "green highways" in the Asia Pacific region.

The four-vehicle convoy, which comprised two cars representing Singapore and two representing Malaysia, left the service station at Shah Alam, capital of Malaysia's Selangor State, on the journey under the Green Highways Project sponsored by the Asia Pacific Natural Gas Vehicles Association (ANGVA), the association said.

The Project was launched earlier this year by ANGVA President Abdul Rahim Hashim, vice-head of the research arm of Malaysia's state-run oil company Petronas, with aim to create integrated routes of "green highways" in the Asia Pacific region, according to ANGVA, which recently relocated its secretariat from the Republic of Korea to Malaysia.

"Under the Project, ANGVA seeks to highlight gaps in the NGV refueling infrastructure and the need for the harmonization of NGV standards ad co-operation among the national NGV associations and government(s) along the chosen routes," it said in a press release issued here.

ANGVA currently has chosen two routes for its Green Highway Project -- the Eastern Route and Southern Route.

The Eastern Route covers the journey from Chuncheon, the Republic of Korea, to Bangkok, via China, Vietnam and Laos, while the Southern route covers the journey from Singapore to Bangkok, via Malaysia.

The teams from both routes are scheduled to reach Bangkok on Nov. 26, where the NGV vehicles would be displayed at ANGVA's Second International Conference and Exhibition (ANGVA 2007) there.

The Eastern Route Team, comprising three bi-fuel NGV vehicles, started their journey from Chuncheon on Oct. 23 this year and it was currently in Vietnam on their way to Bangkok.

Total car import turnover is expected to reach over US$1 billion this year, according to the Ministry of Industry and Trade (MOIT).

Of this amount, the import turnover of ready made cars is estimated to reach US$372 million, an increase of 152% over 2006, and the import turnover of car parts and accessories, serving local car assembling, is estimated to reach US$700 million, an increase of 138% over 2006.
